With the rapid development of the world economy accelerating and marketcompetition intensifying, knowledge will become the main driving force of economicdevelopment. Whether a company can have competitive advantage and achievesustainable development or not depends on the retaining of comprehensive talentswho master the latest knowledge and technologies and hold the ability to adapt tomarket changes. Therefore, human resource plays an important role in the marketcompetition. As an indispensible part of human resource management, training anddevelopment process should also be greatly emphasized. The goal of human resourcetraining and development is to improve the level of staffs’ knowledge, skills, and thecomprehensive professional quality, and to form the core competitiveness ofenterprise so as to achieve sustainable development and reach strategic goals.Based on training and development theories, this paper chooses the JQ cablecompany as the object of study. The work analyzes the situation of the company,including the current organizational structure and human resources. Then comes to thein-depth research of training and development system using fieldwork and surveymethods, and find some problems the existing system confronts. Next, on the basis oftraining and development of human resources management theories, combining withthe strategic objectives of the JQ company’s development and the actual situation, andaccording to the designing principle of the training and development system, thepaper proposes optimized design for the company’s training and development systemfrom such aspects as the analysis of training needs, the formulation of training plan,the implementation of the plan, and the assessing and transformation of the trainingeffectiveness. At last, the paper presents several safeguards of programimplementation. This article is intend to provide guidance and assistance for the JQcompany’s training and development of human resources management, and hope toothers in the same industry with similar corporate training and development workproviding a certain reference value in improving human resources management.
