Abstract:Driven by technological progress and economic globalization, China’s logistics industry has become an important part of the modern economy, making a great contribution to creating jobs, promoting the production and stimulating consumption, becoming a new growth point of China’s economic. Shanxi Province is located in the inland central location east and west, rich in coal resources. Shanxi not only has geographical advantages, but also has the potential for development of the logistics industry. Although currently Shanxi Province has a large amount of logistics, it isn’t the province which has a powerful logistics industry. Therefore, studying the efficiency of the logistics industry in Shanxi Province, analyzing the inadequate of logistics industry efficiency, seeking the way to improve the efficiency of the logistics industry in Shanxi Province have very important practical significance to sustained, steady and coordinated development of Shanxi Province’s logistics industry.Based on sorting out the theoretical knowledge of the logistics industry cluster and the efficiency of the logistics industry, and the relevant literature, firstly doing qualitative analysis to the logistics industry in Shanxi infrastructure situation, policy environment and development of logistics enterprises. Then this article proposes the DEA methodology used in this paper, introduces the CCR, BCC model and the economic implications of Malmquist index used in the text, combined with the specific conditions of the logistics industry in Shanxi Province, Shanxi Province, established the efficiency of the logistics industry evaluation system. And on the basis of historical data, using DEAP2.1software to calculate the technical efficiency, pure technical efficiency and scale efficiency of the Chinese mainland’s30provinces except Tibet under the logistics industry, emphatically analyzing cross-sectional data of Shanxi, then using Malmquist Index in measuring efficient development of Shanxi’s logistics industry.Through research and analysis this article concluded that the efficiency of the logistics industry in Shanxi Province, though gradually improving, but overall is lower than the national average, the number of employees in the logistics industry input has slacks, and logistics network utilization is not fully used, while cargo turnover capacity exists the problem of output shortage. After comprehensive analysis, the main problems exist in the logistics industry in Shanxi Province are the irrational allocation of logistics resources and logistics resources’ function fails to appear. Finally, to the status of the logistics industry in Shanxi Province and DEA analysis, this article puts forward policy recommendations to promote the healthy and sustainable development of the logistics industry in Shanxi Province. The creative points of this paper is:through drawing on domestic and foreign research results about the efficiency of the logistics industry, according to the relevant theoretical basis for the principle of selecting and combining data envelopment analysis of indicators, this paper chossed input indicators constructed from human, material and financial resources, build output indicators based on the two sides of number and quality in the process of establishing evaluation index system of logistics industry in Shanxi efficiency; while for getting more accurate and comprehensive results, using the DEA-CCR model, DEA-BCC model and DEA-Malmquist Index methodology for the efficiency measurement of the logistics industry of Shanxi. In the transverse section, getting the results of the technical efficiency, pure technical efficiency, scale efficiency analysis of Shanxi Province and doing comparison. In the time series, getting the pace of development of the logistics industry efficiency and analyzed the results.
