Study On Implementation Of County G’s Low-rent Housing Policy Of Shaanxi Province

Low-rent housing policy has been existed for16years in our country since it was putted forward in1998. Although the low-rent housing policy on the way of its development has experienced "urban low-rent housing management approach" in1999,"the low-rent housing management approach of lowest income urban family " in2003," low-rent housing security measures " in2007, introduced the safeguard way, the guarantee of low-rent housing funds and house sources, application and approval, supervision and management, the law responsibility and so on. But the nature to make the housing difficulties of urban low-income family have the right to live have not changed. Although the design of low-rent housing policy is purposive, the low-rent housing policy is far away from its purpose to protect the lowest income family from living, but near to be the tool to get some improper interests. Since2006,County G of shaanxi province has carried out the policy of low-rent housing, although it has achieved certain success in the protection of urban low income family, but there are also various reasons which make some residents which don’t have rights get protecting. Therefore, it is necessary to discusses the low-rent housing policy to improve the implementation of low-rent housing policy, in order to promot the realization of policy goals.The study object of this art is the implementation of G county of Shaanxi province. Through a large number of reading, I have understood the purpose and system of low-rent housing policy in our country, through interviews, I have understood the implementation scheme、implementation organization and the resources situation of county G’s low-rent housing policy. Based on the theory of public policy implementation, I have found a lot of deviation in the process of low-rent hosing policy implementation by using comparative analysis and assessment,such as narrowing the scope of the security object、limiting the ways of security sources、operability of policy being poor、penalties being light. Next, I analysis the reason by the aspects of conception、organization、system and so on. And put forward corrective measures such as how to force the implementation to change idea、how to complete the qualification better、how adequate security funds, especially the innovation of system, in order to improve county G’s low-rent housing policy implementation methods, make the low-rent housing policy into practice, and give other county government some provides to reference.
