The Study On The Problems Of Low-Rent Housing Policy Implementation In Liaoning Province

In Liaoning Province, the housing problem of low-income groups has always been a livelihood issue which the government attaches great importance to. To solve the housing problem is considered as an important aspect of improving livelihood in The Report to the17th National Congress of CPC. As the main body of public service, governments are responsible for solving the housing problem of urban low-income groups and improving the low-rent housing policy.Meanwhile, as the urbanization of Liaoning Province develops, the number of urban floating population has been increasing continuously. The low-rent housing policy of Liaoning Province is regarded as the main policy aiming at solving the housing problem of low-income groups, and it’s given more and more concerns.The implementation of low-rent housing policy has great significance on meeting the living needs of urban low-income groups and the construction of a harmonious society. Considering the situation in Liaoning Province, the implementation process of low-rent housing policy in many parts of the province is slow and the housing problems of many low-income families have not undergone thorough changes.In view of this, it is imperative to further improve the low-rent housing policy in Liaoning Province and to accelerate the implementation of the policy.Taking the basic and logical process of the implementation of low-rent housing policy in Liaoning Province as the starting point, this paper is divided into5chapters: the first chapter is Introduction, introducing the goals and the significance of the paper and the researches on low-rent housing policies domestically.The second chapter mainly introduces the concept of low-rent housing policy, and analyzes the implementation process and problems of low-rent housing policies among low-income groups in major cities of Liaoning Province.In Chapter Three, the defects of implementing the policies are covered from the aspects of awareness level, institutional level and operational level, and the reasons of the problems are analyzed.Based on the summary of the experiences of implementing low-rent housing policies in some well-developed provinces and cities of China and in Hong Kong, the fourth chapter is expected to give some inspirations on the implementation of low-rent housing policy in Liaoning Province.As the focus of the paper, the last chapter is giving some suggestions on the low-rent housing policy in Liaoning Province and certain ideas and strategies are provided for building and improving the implementation of the low-rent policy in Liaoning Province.
