Housing is the most basic human survival factor, and it plays an important role protecting the basic rights of residents to maintain social stability. In China, with the continuous development of socio-economic and housing reform, housing prices rises in most cities and regions year by year, thus making the low-income residents not able to meet their basic housing needs through market. In this context, the Chinese government put forward the low-rent housing policy for the protection of housing needs of low-income families in the last century. In 2007, the Chinese government started to raise the low-rent housing to a new height, including the low-rent housing policy into the basic functions of government; it also introduced a series of policies to standardize and refine the low-rent housing security system, and will effectively implement the low-rent housing policy as an important long-term task.Shanghai is the vanguard in implementing the low-rent housing in China, especially in the study and practice to make a lot of useful explorations, and have achieved some results. But in comparison with other countries and regions of several decades of development of housing support, problems of implementation of low-rent housing policy still exist, such as the lack of Government recognition, incentives mechanism not clear, scope of protection not grand enough, sources of funding instable, withdrawal mechanism incomplete and various other circumstances. These issues are with different levels of sophistication, but will seriously affect the smooth implementation of low-rent housing policy in Shanghai in future. Based on the low-rent housing policy in China and in Shanghai and current status of research, proposed implementation method for the low-rent housing policy in Shanghai; it attempted to address the ways and measures towards it through referencing policies in other countries and regions, so as to explore the development of low-rent housing policy in Shanghai. This article contains the following main parts:PartⅠ:Describe the low-cost housing development in the macroeconomic environment and the development process in Shanghai, through the analysis of low-rent housing policy in Shanghai and China.PartⅡ:Point out the problems and reasons in implementation of low-rent housing in Shanghai, through analyzing the status of policy implementation.PartⅢ:Summed up the common features of successful low-rent housing policy, through research and exploration on the United States, Hong Kong and Singapore housing support system, so as to providing useful reference for implementation of low-rent housing policy in Shanghai.PartⅣ:Make recommendations for solutions to low-cost housing policy in Shanghai, through comprehensive analysis of the comprehensive analysis above.
