As a large agricultural country, the important mission of China’s rural work is toguarantee country’s food security and achieve steady growth in farmers’ income, which is alsothe main goal of modernization of our national development of agriculture. Biggestpopulation and less arable land are China’s basic national conditions. Further more, China’srural household contract responsibility system practiced allows farmers to cultivate ourcountry ’s land area is relatively small and relatively scattered, which gives farmers cultivatethe land inconvenience but also affect China’s modernization of agriculture. Because ofChina’s rural farmland scattered and small-scale operations, practitioners and theorists havecarried out a lot of meaningful exploration, adjust the business mode of farmland, andcontinue to find the new model of appropriate scale suitable for agricultural production, whichalso explains the modest scale of agricultural production and the reality of the problem. Scalerural land can not only ensure national food security and achieve growth in farmers’ income,but also will become a basic direction of modern agriculture in our country. Objectively,large-scale management of rural land is the requirements of Modern market economy.This paper firstly introduces the basic situation of population, age structure, level ofeducation and living standards of rural residents in the aksu region of xinjiang. The currentscale operation status of rural land in aksu are analysed from three aspects including theaverage scale of cultivated land for each household, the input of agricultural productionfactors and the land conversions.The obtained results indicate that large scale operation ofgrain by farmers, cooperative scale operation and key enterprises of agricultural scaleoperation are the major scale operation modes in aksu. The main problems challenging aksuregion are impedence of soil flow circulation, backward rural infrastructure, incomplete ruralfinancial service system during the process of promoting land scale operation.Secondly, in order to quantitatively measure the appropriate scale of farmland, andpromote the effective transfer of farmland and scale of operations, and ultimately improvefood production and farmers’ income, from the perspective of utility maximization offarmers, the theoretical model of appropriate scale of farmland operation was established inthe paper. The model was tested by464copies of the questionnaire data in five counties, Aksu City. The results showed that: in the influence of the agricultural market prices,agricultural production techniques, the input prices and the labor conditions, farmlandoperation exists the appropriate scale. The average appropriate scale of farmland operation is2.073hm2in Aksu, but now there is only1.319hm2. Therefore, improving the land transfersystem and increasing the scale of farmland operation are in need.Finally, countermeasures and suggestions for promoting xinjiang’s moderate land scalemanagement based on the theory and empirical analysis are elicitted as below. The landconversion should be accelerated by reducing the disorders of land circulation and regulatingthe behavior of flow and the material supplies for rural land scale management deserveguarantee via strengthened infrastructure construction. Also, no doubts do exist about theneed to further promote the scale operation of rural land by means of improvement of thequality of rural labor force, a sound system of popularizing agricultural science andtechnology, modified technical level of agricultural production and fully played the role ofcooperatives in the agricultural production.
