The development of rural credit cooperatives is an important part of our countryrural financial enterprise, and credit administrator is decided the main force of itsdevelopment. Rural credit cooperatives credit business can be accounted for90%of therural credit cooperatives business volume, thus credit manager professional qualitydirectly decides the cash security problems of rural credit cooperatives. But because ofhistory and reality, a lot of the comprehensive quality of credit manager can’t satisfy thedemand of the continuous development of the rural financial business. The existingtraining has not been able to really play a role to improve overall qualities of creditmanager, thus strengthening the credit manager training to become the inevitable choiceof rural credit cooperatives.Aimed at the problem, this paper begins with the analysis of positionalresponsibility of credit manager, then the Competency Dictionary is established byquestionnaire survey. The Dictionary gives the foundation for the establishemnt ofCompetence Model for rural credit cooperative’s loan manager with the determinedbehavioral character of excellent loan manager’s competence by the interview survey.Secondly, the specific plan of training rural credit cooperative’s loan manager based onthe Competency Model is advanced by inspiration of the several trainingsystems;Finally, the training activity for loan managers of rural credit cooperative incounty L is selected to design and apply the training plan based on the competenceaccording to the Model above, the assessing result is excellent. Thus the training way isprovided that innovates the training method of loan managers in rural credit cooperative,improves the invisible competence even comprehensive quality, stimulates thedevelopment of rural grossroots financial cause.
