ABSTRACT:In recent years, transportation industry in my Country has made rapid development However, the railway passenger and freight transportation market share had declined. the speed of railway transportation development is far less than the highway, aviation and other transportation modes, and in2012the Ministry of Railways had debt rate as high as60%, which promoted the railway reform process, finally, in2013,China set up China Railway Corporation responsible for the railway market operation and management, The railway transportation ushers in new opportunities for development. Railway mobile devices operation and management is closely related to railway transportation, In this paper, author hopes the Research can provide decision support to the development and management of railway mobile devices, make its development adapt to national economy. This is not only conducive to formulate railway development strategy, but also conducive to the railway mobile devices manufacturing enterprises to make reasonable decision. To achieve the research purposes, This paper first established the principle of Indicator selection, and then selects the relevant indicators needed to establish the climate Index of railway mobile devices, and this paper uses several methods to determine accurately the Indicator classification, determine the weight of each Indicator by using the Entropy Weight Approach; uses the diffusion Index and composite Index for Climate Analysis.The Conclusion is that railway mobile devices in China was basically in the recession stage from1993to2003;from2004to2010,railway mobile devices entered into a period of fast development-Amount of device increased rapidly; scale of road network made a Progress; utilization efficiency of devices significantly improve. However, from2011to2012, coincident diffusion Index entered into recession space, coincident composite Index was not yet in the growth state, leading Diffusion Index and leading Composite Index also showed sluggish. Therefore, the development of railway mobile devices in the next1to2year is in stagnant or micro growth state. The prediction is consistent with the current economic situation. To a degree, This proves the reliability of the Index.
