Applicational Research On Institutional Efficiency Model

Along with the economic system reform of our country continuing to deepen, on the premise of insisting on dispensary system, the tobacco industry has entered the crucial stage of market reform so that higher and higher demands of the tobacco enterprise’s own management efficiency are asked. Tobacco enterprise, monopolized by the state, is the combination of government function and enterprise management, so it has bureaucracy model similar to the administrative management mode, whose efficiency level is obviously lower than that of the market organization under the modern enterprise system. The tobacco enterprise is facing inefficiency problems, poor collaboration and so on,and the important breach of these problems is organizational innovation-through changing enterprise organization mode and strengthening information synergy to improve the overall efficiency.This thesis takes SCT company as the research object, through the analysis of tobacco industry’s inefficiency and management dissipative problems to make an administration efficiency management solution based on organizational innovation and information synergy. Researches shows that typical inefficiency problems exists in tobacco enterprise such as sluggish information passing, inefficiency of decision-making,"four many"-many meetings, many documents, many activities and many evaluations. Focusing on these problems, this thesis presents that enterprise organization structure should be changed into the linear function of matrix structure, through implementation of process reengineering, process recreated and process optimization and building a set of unique efficiency management mode in order to systematically solve the dual problem about vertical separation of powers and horizontal coordination.This paper can be divided into five parts:the first part is the introduction which covers research background and significance, research method, research routs, logical structure as well as the possible innovation; the second part is the theoretical review of enterprise efficiency management, from the source to explore its definition, connotation and goals of administration efficiency and looking back on management entropy, management control system theory and business process management theory, which provides theoretical basis for seeking modern efficiency management mode; the third part is the analysis of SCT’s current situation, showing SCT’s general information, organization character and inefficiency bottleneck. In the forth part, based on the aforementioned theoretical study and analysis of current situation, an efficiency management mode is proposed, namely,153mode consisting of1efficiency platform,5efficiency systems and3efficiency supports. The last part id about the positive analysis of153mode, describing the process of SCT carrying out the efficiency system, establishing an evaluation system to test it and finally giving suggestions to further improve it.The main research methods of this paper are mathematical model analysis, comparative static analysis, case comprehensive deductive method and so on.. The mathematical model analysis is mainly used to deduce the efficiency improvement of the structure with linear system evolving the matrix system structure. The comparative static analysis is used to evaluate the application results of sufficiency management mode. The case comprehensive deductive method is used to describe the process of the research objective implementing the administrative efficiency construction, providing scientific basis for revealing the practical law of the efficiency management mode. The possible innovation of the paper:one is creatively proposed the organic integration between linear function and matrix structure, and setting up a scientific organization mode which is not only suitable for the bureaucratic organizations, but also useful to promote longitudinal efficiency and horizontal coordination, which has a certain theoretical and practical significance; the second is bringing management entropy and dissipative structure theory into the enterprise’s efficiency evaluation, with the abstract theoretical model to measure the efficiency of management of enterprise organization, which has certain scientificity and creativity; the third is effectively using process management tools such as process reengineering, process recreated, process optimization and soon, which has enriched the content of mode innovation and has enhanced actual effect of this mode. The shortage of the paper lies in lack of a long and cyclically tracking verification of the application of the efficiency management mode, and failing to abandon the efficiency improvement created by the change of market environment and other management innovation, so more careful measurement methods are needed to do positive analysis.
