The Current China has come to the stage of "Industry Promotes Agriculture, Urban Area Elevates Rural Area", The new socialist countryside construction is a great strategic task of party and country, is the strategy choice of overcoming the shortcomings, is also the inevitable choice of realizing realize city-country consistency. New rural construction pattern is intrinsic characteristic during the construction of countryside, constraints in different regions has decided different development paths. Therefore, the study on new rural construction pattern provides theoretic guide for choosing development paths, is the complementary of existing theories, is beneficial toaccelerate the new rural construction.In this paper, we selected the Jinzhong city, explored with the title research on jinzhong new rural construction pattern. The article follows the principle of local, dynamic and systematic. Using methods such as literature, case research, the spot investigation and the comparative analysis method and so on. and sums up the practical experience, the intrinsic mechanism and the conditions,it can offer a reference to other area. It first analyses the related theories of new rural construction pattern, Including the concept of pattern, the allocation of resources and flowage of productive factors, the theory of participatory development, the theory of human resource development, the dualistic theory, to provide theory supports for the further study; Secondly, the article is based on field investigation and literature search, analyses the present situation,the practical foundation achievements and problem of rural development in jinzhong city; Once more, this article summaries five paths of the new rural construction in jinzhong, it involves village enterprises supporting model, Fill farming, coal village relocation of immigrants model, characteristic industry drives model, able-person driven mode, manorial driven mode. This paper analyses the practical experience, the intrinsic mechanism, the conditions and problems; Lastly, we put forward some suggestions on promoting the new countryside building in mineral resource-based region, agricultural resource-based region and resource-poor region. Based on this, the study editorials the idea for pushing forward new countryside building in jinzhong city, including government-sponsored and the people involved, industry leading and income in advance, mechanism innovations and enterprises and villages cooperation for a win-win, factors allocation and improving efficiency. This article anatomizes the depth of different modes, analyses the sticking point of different models, introduces the theory of factors allocation innovative, raises fairness factors allocation type and defficiency factors allocation type, it is beneficial to grasp its inherent essence. Meanwhile, put forward the point that governments should steer the businesses to invest the new countryside building, this thesis has important meaning on theory and instructing practice, the results of this research provides a reference for construction of new countryside.
