Through thirty old reforming and opening, the urbanization of our country hascome to the stage of rapid development. In some developed coastal regions, smalltown economy gets rapid development, and some even have reached the county level.But, these large town further development is facing some difficulties and problems bythe existing management system and other factors. Recently, in keeping the townformed constant, consistent with the laws and regulations, the Zhejiang provincialgovernment decided to give the27pilot town basically the same economic socialmanagement rights with country government, that including land-use right, financecontrolling right, administrative examination and approval right, management right.The cultivation pilot of small city in Zhejiang offers a kind of feasible modeexploration for future urbanization development.By reviewing the researches of domestic and foreign city urbanizationdevelopment, this paper reviews the awareess about the small city cultivation. Smallcity cultivation will accelerate the realization of transform large town into small citytown, then infrastructure, public service, modern civilization will be covered andradiated in the rural areas, and the integration of urban and rural areas will bepromoted; urban space layout will be optimized, the pressure of city development willbe alleviated, and the coordinated development of medium and small city will berealized; then it could explore the establishment of the township authority consistent duty management system and operation mechanism, for improving socialmanagement and public service level.Through researching the cultivation pilot of small city in Zhejiang, especially inLiushi town, this paper understandes the present stage thoroughly, then provides theapproach and countermeasure from present economic development, humanecology,system innovation.
