| The realization of urban smart growth has become a new trend of urbanization in our country.As the basic element of urbanization,land resources are the key to realize the urban smart growth.However,the problem of inefficient utilization of urban construction land in our country is prominent,and the contradiction between the supply and demand of construction land is also becoming increasingly prominent.Therefore,the government conducted redevelopment of inefficient urban land in order to solve such problems.At present,the 10 pilot provinces approved by the state have carried out redevelopment of inefficient urban land.However,in the process of re-development of inefficient land in urban areas,due to the lack of targeted institutional policies and operation management system,inefficient urban areas There are a lot of problems in land redevelopment,and these problems will be solved through the research of this article.This paper takes urban inefficient land as the research object and aims to solve the problems in the process of urban inefficient land redevelopment.First,towns,inefficient use of land and the development of relevant policies to comb summary,both the causes of inefficient land in cities and towns are analyzed,and then the present situation of the development,find the following problems in current development again: one is the policy system and operational mechanism imperfect,leading to unable to better coordinate the interests of the subject of participation and conflict,the second is to develop the entire lack of regulation in the process of lead to achieve the desired effect of redevelopment.Secondly,through game theory,this paper analyzes the strategic choices of each participant,and discusses the conditions for the participants to achieve a win-win situation under the principles of fair efficiency,public participation and local conditions.Again,to guangzhou,shenzhen and wenzhou inefficient use of land and urban areas of three typical patterns of development are summarized,towns,inefficient use of land in order to get more development,for our country in the future the redevelopment of urban inefficient work provides experience for reference.Finally,based on the above research,from the perspective of smart growth,this paper puts forward Suggestions on improving urban inefficient land redevelopment from policy,regulation,implementation and supervision and management.The conclusions of this paper are as follows :(1)the redevelopment model of typical areas provides good experience for the future redevelopment of urban inefficient land.(2)after redevelopment,land value-added income distribution is an important factor influencing the smooth progress of urban inefficient land redevelopment.(3)when it comes to the issue of land value-added benefits after distribution and redevelopment,the government shall,on the basis of reasonable allocation of redevelopment benefits,make appropriate concessions. |
