Land is the root and the destiny of human shelter,which is indispensable for humansurvival and development in space conditions and resource conditions. Urban land is thecornerstone of the city’s economic and social culture development. Land resources are scarce.With accelerating the pace of the revitalization of northeast old industrial bases, urban spaceexpansion and the adjustment of industrial distribution will make further increased of demandfor the land. As at2005, the urbanization rate of Liaoning Province reached58.7%,which isfar higher than the national average of urbanization over the same period. However, with theacceleration of urbanization process in China, contradictions between farmland protectionand required land into urban development is the increasingly prominent. Meanwhile, theefficiency of urban land use is low at the present stage, and the issues of waste of land isoutstanding. Easing land conflicts during the process of urbanization, making land usepatterns and economic growth mode achieved fundamental transformation from the extensiveto the intensive,which must be intensive and economical use of the stock of urban land andimprove the efficiency. Eventually reach the dynamic balance between the protection of landresources, Eco-Friendly and sustainable economic growth.The article is on the basis of extensive theoretical and empirical research, as thestarting point to the research purposes.Eborating concepts and basic theories. Objectiveanalysis of the regional overview of Liaoning Province and the status of land use. Revealingthe characteristics of urban land use of Liaoning Province from both of urban land-scalestructure and output efficiency. Finding out the problems of urban land use. Based on thepanel data of14cities in Liaoning Province from2003-2011, using super-DEA andMalmquist index model.Selecting the input indicators from three aspects of land input,laborinput and capital input,and selecting the output indicators from three aspects of land useachieved economic, social and ecological benefits. Evaluation the urban land use efficiencyof changes in the timing and spatial differences in both static and dynamic. Selecting sixvariables of urbanization rate,the tertiary industry, the per capita GDP, population density,the average land asset investment and urban land use scale as the efficiency factors of urban landuse.Qualitatively discusses the role of the relationship between variables and efficiency fromtheoretical perspective.Establishing Tobit regression model.Using Super-DEA score to beexplanatory variables to test the hypothesis, according which to put forward relevant policyrecommendations. The main conclusions are as follows:(1)From2003to2011,the urban land use in Liaoning Province achieves the overalleffective, efficient mean of1.26and the average efficiency of each year were greater than1,which is basic realization of intensive and efficient use of land. However, the utilizationefficiency among the year fluctuating. Urban land use efficiency between14provincial citiesis obvious. Among them, the efficiency of Fushun and Yingkou mean less than1,which isinvalid.DEA and the remaining12cities have reached valid DEA. Six cities of super efficientmore than the mean are all the cities achieved industrial economies of scale or countriesenjoyed preferential policies.(2) From2003to2011, the average scale efficiency and pure technical efficiencyremained relatively stable in Liaoning Province.Therefore, technical efficiency remainsunchanged and Technological advances mean rose by1.3%. The average total factorefficiency of land use Malmquist index is1.013of14cities in Liaoning Province andAverage annual growth rate is1.3percent,which is the moderate growth. Total factor useefficiency of urban land in Liaoning Province has considerable differences between thecities.The growth of dynamic efficiency of urban land use in Liaoning Province is drivenentirely by technical progress,rather than technical efficiency.(3) Using Tobit model to conduct factors regression analysis, finding that the rate ofurbanization,the tertiary industry, the per capita GDP, population density and urban land usescale significantly affect the efficiency of urban land use. However,the average land assetinvestment impacted on urban land use efficiency in Liaoning Province is not significant.
