Research On The Influencing Factors Of Participation Rate Of The Landless Peasants’ Pension Insurance In Yongzhou

With the continuous development of economy and advancement of urbanization, the land requisition area is increasing, the number of landless peasants is also growing up. The urbanization of Yongzhou grew from 27.58% in 2005 to 41.26% in 2013 but arable land area fell from 366100 hectares in 2005 to 335000 hectares in 2012 with an average reduction of 4400 hectares per year. To peasants,the land carries three basic functions:employment, economy, and social security. Losing their land, peasants face with pressure to survive, also the risk of pension. Although the government has issued policies to provide the landless peasants with appropriate compensation and implemented the landless peasants’pension insurance policy, due to various reasons, rate of pension insurance participation is not high. To raise the participation rate of the pension insurance and to improve their life, it’s very important for us to study the factors that influence the landless peasants to participate in pension insurance.On the basis of abundant literal study and theoretical analysis, also in the perspective of the factors which influence landless peasants to participate in pension insurance, the thesis selects Wu Xi town and Ren Wan town, which has many landless peasants as sample and put forward thirteen factors with Logistic model to do the empirical analysis. With this method the author tries to further expound and analyzes how the pension insurance participation rate of the landless peasants is affected by their cultural level, the status of individual standard for household income, land expropriation compensation standard and other major factors. After the analysis, the author finds out the following reasons:the own limitation of the peasants, imperfection of pension insurance system for the landless peasants and lack of government responsibility.In conclusion, the author gives suggestions from five aspects:Improve the land requisition compensation standard,enhance the employment service support, intensify propaganda and financial support, improve the level of financing and establishing and finally perfect the fund management mechanism.
