The Study On The Transfer And Continuity Of Basic Medical Insurance

In recent years, the system construction of the basic medical insurance developsrapidly, it has been established the basic medical insurance system constituted by Urbanemployees’ basic Medical Insurance (hereinafter referred to UEBMI), New ruralcooperative medical service (hereinafter referred to NRCMS) and Urban residents’ basicmedical insurance (hereinafter referred to URBMI). At present, the number of peopleparticipating in the basic medical insurance is more than1.3billion, the basic medicalinsurance realizes a complete coverage of the system. With the accelerated process ofurbanization in our country, the population mobility is increasing, the problem of medicalinsurance of mobile population has attracted more and more attention. However, becauseof institutional segregation and regional segregation, the transfer and continuity of basicmedical insurance is of great difficulty, and the medical insurance entitlement of mobilepopulation is damaged. Therefore, it is meaningful to study the transfer and continuity ofbasic medical insurance.First of all, this paper starts by introducing the construction of basic medicalinsurance system and the present situation of the transfer and continuity, analyzes theadverse effect of the difficulty to the transfer and continuity, so as to reveal the importanceof smooth transfer and continuity of basic medical insurance. Secondly, the paper exploresthe obstacles to the basic medical insurance transfer and continuity, the obstacles can bearranged in three classes as follows: institutional obstacles, regional obstacles andregulatory obstacles. Finally, the paper puts forward the countermeasures, mainlyincluding: establishing a rural and urban integration basic medical insurance system,improving the system of transfer and continuity of basic medical insurance, enhancing themanagement level of the basic medical insurance.The study of the transfer and continuity of basic medical insurance is a brand-newtopic, related research is less, and lack of systematic. Based on the relevant scholars’research results, by adopting the methods that combining the normative research andempirical analysis, this paper analyzes the obstacles to the basic medical insurance transfer and continuity, and puts forward a solution path of "integration and transfer", in order toprovide a resolving thought for this problem in the field of social security.
