Research On Enterprise’s Dominant Position In National Technology Innovation System

National technology innovation system is a network system,which combinesenterprises,institutions of higher learning,scientific research units,governmentdepartments and technology intermediary agencies together.Its main function is tocreate,apply,diffuse and spread the new technology.At the national technologyinnovation system,enterprise is the main body,government is the leading,researchinstitutions is the source of knowledge,and technology agency is a catalyst.First,the enterprise is the main body of decision-making and risking in thenational technology innovation system.Meanwhile,the different types of enterpriseshave different operation mechanism at the national technology innovationsystem.Second,there are many factors that will affect the dominant position in thenational technology innovation system.Internally,the innovation consciousness ofenterprise,the accumulation of enterprise’s innovation resources,enterprise’s propertyright structure,the organization system of enterprise and the interaction between theenterprises will affect the dominant position of the enterprise in national technologyinnovation system.Externally,the system is not perfect,the implementation of policiesand regulations are not in place,the role of government dislocation,the marketenvironment is not standardized,poor maintenance of intellectual property,financingdifficulties,intermediary services are not comprehensive and other systems andenvironmental factors affect the dominant position of the enterprise in science andtechnology innovation system.In order to promote the optimization of national science and technologyinnovation system,strengthen the enterprise’s dominant position at the nationalscience and technology innovation system,First,we should strengthen the policies andregulations,Government should promote the power of enterprises’innovation throughthe use of a large number of specific innovation policies and regulations.Second,wemust improve the social service system,all to improve the capability ofenterprises’technological innovation.Third,we must increase government funding,enhance their ability to face the risks;fourth to establish operationalmechanism"official research"combines.
