The Study On The Model Of Agricultural Land’s Circulation In Wuhan

The circulation of agricultural land is vitally significant in the reform of agriculturalproduction model, the improvement of farmers’ living standard and the development ofrural economy in our country. Promoting the circulation of the contracted managementright of agricultural land requires innovation based on the traditional circulation model,building the platform of the rural land property rights circulation and perfecting rural landcirculation market construction. This article takes Wuhan as example, according to thechanges of history and present situation of Wuhan agricultural land contractualmanagement right circulation, studies the circulation model by the promotion of WuhanIntegrated Rural Property rights Exchange.Firstly, combined with the theory of institutional change and property right, analyzesthe changes of history and present situation of Wuhan agricultural land circulation,summaries that the circulation of agricultural land in Wuhan has gone through three stagesof development: restricted circulation, spontaneous circulation andstandardized circulation. The deep-seated contradictions of the household contractresponsibility system in rural areas, the development of agricultural modernizationrequirements and farmers’ economic interests driven selection are the motivations ofWuhan agricultural land circulation. Since Wuhan Integrated Rural Property rightsExchange has been established in2009April, by strengthening its function configurationto regulate rural land circulation and revitalize land assets, Wuhan has explored relativelyperfect operating mechanism to promote the reform of rural system.Next, the study applies the AHP decision method for evaluation of agricultural landcirculation performance in Wuhan, results that compared with2006-2009stage,2009-2012stage was apparently affected by the agricultural land circulation in the aspectof economy and society but stay ecologically stable. Next, applies fuzzy comprehensiveevaluation method to evaluate the level changes of farmers’ welfare before and after theagricultural land circulation of Wuhan Model and finds out that farmers’ welfare hasincreased after they joined the agricultural land circulation in Wuhan Integrated RuralProperty rights Exchange. Meantime, this article points out the risks in the aspect of policy,society,grain production and defects in legal position, agricultural land propertyright circulation system and property rights transaction process.Lastly，according to the evaluation above, suggestions are put forward from twoaspects of the system and the operation: Promote the reform of rural land property rightssystem; perfect the mechanism of distribution of interests and the rural social securitysystem. Then strengthen the work schedule of adjudication of land rights, perfect measuresof rural land management rights financing, restrict the access of agricultural enterprises,perfect the incentive mechanism of agricultural land circulation and scale operation.
