"Agriculture, Rural Areas and Farmers" are major issues concerning China’s social and economic development, and land issues is the foundation of the "three rural issues" presently, the rural land circulation is the core of the land issues. Rural land circulation is the product appears in our unique system of public ownership of lands, which is combining the market economy and the household contract responsibility system. It can promote agriculture to large-scale operation mode, improving rural residents’living standards. So, it has great practical significance.With the continuous expansion of the scale of the land circulation, land circulation profit has gradually become an important part of farmers’ income, but the income was not reflected in the statistics have been published; this is the results of a long time ambiguous of the property right subject in rural land. In order to facilitate macroeconomic management and truthfully reflect reality, we need to know what land circulation can be bring to rural residents? How to achieve these benefits? Whether there will be other effects on the socio-economic? And so on. This reflects the importance of rural land circulation profit accounting. Based on this, I will reference the actual situation of the land circulation and the approaches provide by SNA2008, discussing the accounting methods of circulation profit that rural resident can get through the rural land circulation.Land property rights and land rent theory is the foundation of behavior analysis in rural land circulation, it’s also an important basis to determine the nature of circulation profit, this paper will start from the theory mentioned above. Firstly, determine the nature and ownership of rural land, then, try to define and measure the profit of land circulation, finally, analysis what’s the impact on national accounts caused by circulation profit and discuss the problem of data source. In the theoretical part, in accordance with the requirements of practical use and the register of land ownership, confirm the ownership subjects of rural land in rural residents, farmers who occupied land can get profit by involved in the value distribution through land circulation. In addition, economic use of land sometimes may change during the circulation process; the increasing capital investment in this land would result in the value added of productive assets attached to the land, and raise the land prices. In the definition and calculation section, the paper use a broad sense concept of land circulation, includes the transfer of land ownership, contract rights and use rights, then divide rural land circulation into value-added circulation and parity circulation by the economic use of land had change or not. After a brief introduction of several typical patterns on the value-added circulation and parity circulation, make a classification of the profit according to SNA2008. Considering the land rent, dividend and government pay social insurance premiums belongs to the income distribute transaction; land improvement belongs to the fix capital formation; land compensation and the assignment fee belongs to the net cost of land and other non-productive assets purchasing. After that, explore the measuring method of these flows. In part of accounts handling and data sources, discussing how circulation profit and related items should be recorded in the national accounts, including the income distribution accounts, financial account, capital account and the other changes in assets accounts. Finally, based on the present data sources, analysis the existing problems and make recommendations wish to improve the statistical system.
