Research In Project Risk Management Of Construction For Small Town

In recent years, as China’s rapid economic development, people’s livingstandards continue to improve; the level of urbanization in China is also acceleratingthe trend. According to statistics, China’s urbanization rate has exceeded50%.Although about there is still a big gap with developed countries in which the rate ofurbanization is about80%, but because of the unbalanced regional development,unreasonable industrial layout, low agricultural production and other factors, of thesmall town there are many problems in the urbanization construction, which alsoincreases the risk level of small town construction projects. Central Economic WorkConference proposed that we should promote urbanization actively and steadily, andstrive to improve the quality of urbanization. Urbanization is the historical task ofChina’s modernization, and also the greatest potential for expanding domestic demand,so we should focus on improving the quality of urbanization, capitalize on the trend,while avoiding disadvantages, and actively guide the healthy development ofurbanization. Although the relevant government departments constantly improve themanagement system of urbanization from the macro-control angle, take variousmeasures to create a good social and economic environmental for its healthydevelopment, and continuously reduce the systemic risk of small towns constructionprojects. But from a single small town construction projects’ point of view, due to thesmall town construction project has many factors such as large initial investment, longconstruction period, many dynamic effect factors, The decision errors will bright veryserious and irreparable loss to the socials and business. It should be establishedex-ante risk management mechanism, prevent or defuse the risk of small townsproject from the source.This paper is based on risk management theory, risk identification, assessmentand response model, according to all kinds of problems appeared in our country’ssmall town construction project, analysis of its root causes deeply, and builds a smalltown construction project risk identification model and fuzzy evaluation system. Thentake Shuangqiaohe town Jinnan District of Tianjin small town construction project asan empirical example to determine the risk assessment system is reasonable,practicable and scientific. Finally according to the reliability theory, measures were proposed from three aspects of government departments, units and villagers toimprove scientific decision-making, increase management level and quality, innovatework methods, which can prevent and resolve the possible risk to ensure the smoothdevelopment of the small town construction project.
