Research On Biomass Utilization In Heilongjiang Province

At present，the rapid consumption of global fossil energy resources，hasgradually entered the depletion period to fossil energy as the basis of globalenergy consumption system is not sustainable. Human society to address energysecurity issues with the fundamental way is to build capacity for sustainabledevelopment of new energy and renewable energy supply system. For thisreason，China’s energy strategy has been supplied mainly from insurance，changes to the control of total energy consumption; In the energy restructuring，in the context of traditional energy must make way for the new energy. Relyingon abundant biomass resources of Heilongjiang province, explore theestablishment of comprehensive utilization of biomass energy industry isconstantly adjusting and improving the practical requirements of the province’senergy supply and consumption structure, to accelerate the transformation ofeconomic growth mode of agriculture, increase energy supply, energy security,climate change, the development of low-carbon economy, protecting theenvironment are of great significance, is a major strategic task of the province’seconomic and social development.In this paper, the use of biomass energy situation and problems inHeilongjiang province of in-depth research and analysis, the analysis reveals thevarious issues arising from the use of biomass deep-seated reasons. On the basis,through in-depth study of the conditions and the use of biomass for biomassutilization SWOT analysis, summarizes policy recommendations to promote theuse of biomass energy development. The main measures include strengtheningorganizational leadership and planning guidance, intensify policy support,improving the market mechanism to coordinate the development of the industrialstructure, accelerate technological innovation and transformation and so on.This paper presents ideas and policy recommendations national energystrategy, the biomass resource endowments in Heilongjiang province,development of biomass energy utilization status closely, with strong operability,to accelerate the development of biomass energy utilization, energy security hasa strong value for references.
