With the arrival of the globalization of the world economy and the era ofknowledge economy, the enterprises have to face more serious challenge andcompetition. The scientific and effective management strategies can enhance thecompetitiveness of the enterprises. Performance appraisal is a basic work ofhuman resources management in enterprises. To promote the enterprises toimprove the level of performance appraisal, and to achieve the strategicobjectives, we have to establish a scientific and reasonable performanceappraisal system and implement it effectively.In this paper, we mainly use the elementary theory of performance appraisaland Balanced Scorecard, apply the research methods of interview, questionnaireinvestigation, quantitative analysis, use EXCEL, SPSS statistical software,analyse the current situation of BX company’s performance appraisalcomprehensively and systematicly, we get the conclusion that BX company hasproblems and shortcomings in some aspects: the staff are lack of knowledge ofBX company’s performance appraisal system, the index of assessment isn’tscientific enough, the object of assessment is oversimplified, the lack of effectivecommunication during the process of evaluation, the justice and openness of theassessment results is insufficient,the lack of feedback after assessment, the lackof appeal mechanisms of performance appraisal results.Aiming at these problems,in view of BX company’s development goals, using the method of descriptiveanalysis and factor analysis, we get the key success factors and20keyperformance indicators of BX company, on these basis, we put forward somecountermeasures to improve the performance appraisal system of BX company,design new performance appraisal index, which is the core of the performanceappraisal system, we redesign the high managers, middle managers and thestaff’s performance appraisal index. In the end, we analyse and discuss thenesessary strategies to guarantee the implement of BX company’s optimizedperformance appraisal system: the BX company should strengthen full-stafftraining to improve the staff’s concept of performance evaluation, use theperformance appraisal results comprehensively, ensure the fairness of theassessment, pay attention to the effective communication in the process ofperformance appraisal, feedback timely, establish appeal mechanism. Thesignificance of this paper is: according to the actual situation of BX company,the performance system infects are discovered, then proposals are listed forfurther improvement and reinforcement, all these are focusing on the maximumhuman resources incentiveness; an important practical role of the relevant theories is expected to be played for the company’s business development.
