The21st century is an era of knowledge economy and enterprise competition is nodoubt talent competition. Human resource has become the most important strategicresource. Over the past few years, the business of International Settlement Departmentof Bank of China Luoyang branch maintained the high-speed growth momentum, butthe contradiction of human resource planning has become increasingly prominent, thequantity and quality of the staff are difficult to meet the normal business. Therefore, it’san urgent need to improve the situation of human resources for human resourcesplanning.First, we analyze the existing questions of human resources of InternationalSettlement Department of Bank of China Luoyang branch, majors are unreasonablepersonnel selection mechanism, no independent human-rights; unreasonable post setting,short of personnel; low quality employees, unreasonable structure; unreasonablecompensation mechanism, higher employee turnover rate; narrow staff promotionchannels etc.Second, we analyze the dynamic internal and external environment of InternationalSettlement Department of Bank of China Luoyang branch。External environmentmainly includes the economic environment, humanities environment, competitionenvironment, industry pay levels and labor laws. Internal environment mainly includesinstitutional framework, the recruitment procedure, quality structure, pay, occupationplanning and employee turnover rate. Then, based on the analysis of internal andexternal environment, we carry on the SWOT analysis to human resourcesThird, we pay more attention to the prediction of supply and demand of humanresources of International Settlement Department of Bank of China Luoyang branch. On the one hand, we take experience prediction method and work load forecast method toforecast human resource demand. On the other hand, we take the Maldives matrixmethod to predict the human resource internal supply.Finally, combined with the characteristics of International Settlement Departmentof Bank of China Luoyang branch, we put forward the train of thought to improvehuman resource planning, including attach importance to human resource planning,establish the mechanism of talent flow, establish the mechanism of personnel trainingmechanism, establish the mechanism of retaining talent and establish the mechanism ofeffective performance assessment and so on.
