In the increasingly fierce competition environment.The transition and reform to be the focus and difficulties of bank management. Banks have to conform to this trend and fashion, being actively explored the characteristics of its own business model with new pathway to design strategic and implemented within various aspects. And the balanced scorecard strategic target and the enterprise development vision is divided into four related basic level, and then based on this development design corresponding performance evaluation system, to enhance our country’s industry ability of self-evaluation and core competitiveness, and accelerate its sustainable development is of great significance. This article is based on the analysis of the current branch S of ICBC existing performance evaluation system based on the present situation and the lack of this, make full use of the advanced of the balanced scorecard performance management tools, improve and try to establish a more reasonable and more efficient performance management system, for the strategic development of the bank as a guarantee. This article mainly take regulate the qualitative and quantitative research methods, firstly, clearing the specific connotation and meaning of performance management; Then the related business bank performance management in the relevant contents of comb, and on the basis of the analysis of the traditional business bank list performance assessment tools, through the analysis of the specific contrast, find out the existing tools method of the deficiencies, found that our country commercial bank of the performance evaluation of problems and sticking point for establishing and perfecting our country commercial bank performance evaluation system of support. Then introduced the concept of the balanced scorecard, in the content framework of the balanced scorecard, the core idea, function characteristics after that, according to the characteristics of the bank business itself, design the balanced score card specific in the commercial bank of the application of performance management system model architecture, the necessity and feasibility in research, on the basis of S as our bank to empirical research objects, from performance management practice, as well as the existing problems and challenges and so on various mining balanced score card application rules, and at the end of the article puts forward the balanced score card when applied in the commercial bank should be given to the problems and measures in the implementation of, and finally improve the balanced score card mode design.The purpose of this article is to research in application of the balance score card in commercial bank performance management system. And with the case of bank, studies the concrete implementation process of establishing balanced score card performance management system in the commercial bank. This article set up the balanced scorecard performance management system lack of practical experience, and the related content should be improved in practice combining with the practice to continue.
