The high-tech industry development experience all over the world shows that carrier construction is an effective way to foster the development of emerging industries, promote economic growth. The examples include Silicon Valley, Boston 128 high-tech Zone, Science City in Tsukuba of Japan, Taiwan Industrial Research Institute etc... High-tech industry carriers have made an important contribution to the development of the world’s high tech industry. In China, different regions have taken the carrier construction as an important measure to develop strategic emerging industries.Along with Chinese economy development pattern transforms from “investment driven” to "innovation driven", "innovation‖ has become the most important factor driving the economy sustainable development. Especially in the field of strategic emerging industries, innovation is the key of industry cultivation, and is the fundamental driving force for promoting industrial development. So the traditional pattern that takes the industry carrier as a park to pursuit of efficiency is facing great challenges in promoting the development of strategic emerging industries. The most important goal of the carrier construction is not to improve the efficiency any longer, but to promote innovation. Innovation carrier becomes the special needs of the development of strategic emerging industry.This paper is to study on the matching strategy of innovation carrier from two dimensions that one is the characteristics of industrial technological system; the other is of emerging process of new industry. The author tries to explore two fundamental questions: 1) What are the main problems existed in the construction of innovation carrier in practice; 2) How to explain why different innovation carriers are need to match the different industries and different emerging stage?The main contents of this dissertation are structured as follows:(1) The basic concept, connotation and theoretical foundation of the research object.Firstly, the concept and connotation of strategy emerging industry(SEI) are defined, and related literatures are reviewed to summarize the characteristics of SEI. Secondly, the concept, connotation and function of innovation carrier are defined. Further, the mode and tendency of innovation carrier are analyzed.(2) The classification and characteristics of innovation carrierBased on the literatures of innovation study, the author classifies the basic types of innovation carrier from three perspectives. Further, the author summarizes the existed innovation carrier in practice into nine categories from connotation, function and characteristics.(3) The characters of innovation in emerging industries are comparative studied based on the perspective of industrial technological system.The author synthesizes theories including emerging technology evolution, lifecycle and the emerging of new industries, and presents a new classifying method to divide the shape of new industry into seven stages. Further the author roadmap the shape of emerging industry from three multi-level perspectives. The author analyzes how the technology system affect the innovation of emerging industries, and presented eight basic types of technology system as the building blocks for the shaping of emerging industries.(4) Presenting a general framework on innovation carrier matching taken the emerging technology evolution to strategic emerging industry as the main lineA new technology classified method is presented to bridge the emerging industry and innovation carrier. Four typical emerging patterns of new industries are identified to matching different innovation carrier in different emerging stages.(5) Divide the process of new industry emerging as three main stages which are inoculation, growth and development. According to the characteristics of the bio pharmaceutical industry, this section has an empirical case study on the innovation carrier matching strategy.(6) This section researches the network development status and the evolution process of Shenzhen LED industry innovative system used data mining and case analysis method. The author further analyzed the structure, operation mode, and the main composition of the innovation network, and got some meaningful conclusions.
