TheImpact Of Export Tax Rebate On The Chinese Trading Type And Commodity Structure Of Export

There are three factors affecting the export trade: exchange rate, tax rate and interest rate.The exchange rate and interest rate can’t be adjusted freely, so government always adjusts theexport by the tax adjustment. Theexportgoods are mainly influenced by two taxes: tariffs andexport tax rebate which have a common characteristic: different export goods are imposed bydifferent tax rate. This paper focuses on the study of the influence of the export tax rebate rateadjustment on export trade mode and commodity structure on2010July, using the method oftheoretical analysis and empirical test. Theoretically the tax burden of trade and commoditywill change with because of the lift of export tax rebate. Sowe expect that the trade andcommodity structure will change after the introduction of2010’s policy. However the result ofthe test on the impact of the policy on the trade mode is not significant. Then we use themethod of double difference to analyze the impact on the commodity structure, which turnsout there exists a significant negative impact. According to these results, I don’t think it is agood idea to adjust the export trade mode by the adjustment of the export tax rebate rate. Thefundamental method is to cancel the different treatment on different trade mode, using oneunified management. But on the other side, it’s quite useful to improve the structure of exportgoods by the adjustment of export tax rebate rate, aiming at encouraging the development ofhigh tech industries and restraining the “highly polluting, energy intensive or wasteful ofnatural resources” industries. Meanwhile the government needs to keep the stability andcontinuity of the tax policy until a reasonable price forming system about the resources andenvironment has been established. Finally the tax policy will quit the adjustment and turnback to the neutral principle.
