It is clearly stated in the report of the18th National Congress that “we shouldadhere to the path of new industrialization, informatization, urbanization andagricultural modernization with characteristics” and “…to promote the coordination ofurbanization and agricultural modernization”. Urbanization is a new task with thecharacteristics of the times that we are facing nowadays, while agriculturalmodernization is a historical issue needed to be addressed in this stage. It is indicated inthe development low of the social economy that urbanization can stimulate thedevelopment of modern agriculture, and modern agriculture can contribute to thedevelopment of urbanization. Only if we comprehensively consider the outstandingissues and problems in the process of the coordination of urbanization and agriculturalmodernization, can we better promote the integrated development of urban and ruralareas in order to realize the magnificent target of modernization of our country morequickly. China is now in the critical period in which the level of urbanization iscontinuously improved and the trend of agricultural modernization is rapidly advancing.In this context, urbanization and agricultural modernization in different regions differsquite a lot from each other, and the development of urbanization and agriculturalmodernization in a vast national area was lower than the national average level.Researches into the coordinated development of urbanization and agriculturalmodernization in ethnic regions is of great significance in promoting the developmentprocess of urban-rural integration as a whole and the regional poverty alleviationprograms to accelerate economic development in minority areas.Enshi Tujia and Miao Autonomous Prefecture is located in the adjacent area of thecentral and western regions in our country, an important part of the Wuling MountainArea, which is selected as an pilot area of the national anti-poverty plan in the ChinaRural Poverty Alleviation and Development Program (2011-2020). It is an area enjoyingthe preferential policies of both the China Western Development and the Rise of Central China, so the selection of this region for the study is of strong representation. In thispaper, the author takes Enshi for example, and makes researches into the coordinateddevelopment of urbanization and modernization of agriculture. The paper is constitutedof six parts, of which the first part explains the background, purpose and significance ofthe topic, some review of related literature at home and abroad and the research contentand methods of this paper. The second part is a theoretical analysis of the relationshipbetween urbanization and agricultural modernization to explain the mechanism of thestimulating effects of urbanization and agricultural modernization on each other. Thethird part is to build and form a comprehensive evaluation index system for thedevelopment status of urbanization and agricultural modernization in Enshi, describethe present situation of the current development of urbanization and agriculturalmodernization in Enshi, analyse the feature of the current development of urbanizationand agricultural modernization in Enshi. The fourth part is a combination of relevantstatistical data, using Data Envelopment Analysis to build a mathematical model inorder to make empirical analysis on the degree of the coordinated development ofurbanization and agricultural modernization of the eight counties in Enshi anddetermine the coordinated development of urbanization and agricultural modernizationof the eight counties. Based on theoretical and empirical analysis of the foregoing, thefifth section makes policy recommendations to promote the coordinated development ofurbanization and agricultural modernization in Enshi from the perspective ofurbanization, agricultural modernization, industrial structure and related systems. In thelast part of the paper, the author makes a conclusion of the whole paper and proposesthe future research prospects.
