With the deepening of the new urbanization process,on the one hand,it promotes agricultural growth,farmers' income and rural stability,on the other hand,it also causes rural labor and capital outflow problems,which affects the process of agricultural modernization to a certain extent.How to accelerate the realization of the coordinated development between agricultural modernization and new urbanization(hereinafter referred to as "two modernizations")has become an intrinsic requirement for the comprehensive development of the regional social economy,and it is also a practical choice to promote the coordinated development of the regional economy.As a major agricultural province in China,Shandong Province is also one of the most developed provinces in China.In its overall economic structure,the agricultural economy occupies a large proportion.Therefore,Shandong Province is steadily advancing the process of new urbanization.At the same time,balancing and coordinating its relationship with agricultural modernization not only has a certain significance for the overall planning of urban and rural development,but also plays an important role in promoting the development of the rural economy.Therefore,scientifically measuring the level of coordinated development between "two modernizations" and studying the interactive development relationship between the two have theoretical and practical significance for coordinating urban and rural development and promoting the coordinated development of "two modernizations".Based on the dual system theory,system theory and regional holistic theory,starting from a balanced and coordinated perspective,with the combination of theory and empirical research on the coordinated development of “two transformations” in Shandong Province,with a view to providing a coordinated development of two transformations in Shandong Province Substantive suggestions.On the basis of previous research results,first of all,clarify the connotation of new urbanization and agricultural modernization,define the basic characteristics of the two,and systematically analyze the interactive mechanism of "two modernizations";second,use AHP-Fuzzy comprehensive evaluation method and data envelopment analysis method to construct a new urbanization and agricultural modernization evaluation index system to measure the development level of "two modernizations" in 17 cities in Shandong Province in the past 15 years;From the perspective of the calculation and analysis of the coordinated development degree of “two transformations” in Shandong Province,at the same time,the panel vector autoregressive model PVAR is used to estimate the dynamic relationship between new urbanization and agricultural modernization from the internal level.The research shows that: from the perspective of the overall trend of the coordinated development level of the “two conversions”,the overall coordinated development level of the “two conversions” in Shandong Province has shown a steady upward trend.There are different levels of improvement,but overall the coordination level is not high,and there is a large room for improvement;From a regional perspective,the coordinated development level of the “twochemical” subsystem in the coastal area of Shandong Province is higher than the coordinated development level of the “two-chemical” subsystem in the inland region;The relationship is close and interdependent.New-type urbanization has a significant effect on agricultural modernization,but agricultural modernization has no obvious effect on the new-type urbanization.Finally,based on the above empirical analysis,this study puts forward some policy suggestions,such as speeding up the process of agricultural modernization,activating rural land resources,promoting "pluralistic" and integrated development,and making overall plans for regional development and integration,with a view to providing a reference for relevant government departments to formulate relevant policies,and to a certain extent enrich the dual system theory.
