An Analysis On The Strategy Of Building Baodi As A Bridgehead In Beijing-tianjin Urban Integration

The12th five-year plan of our nation clearly puts forward that we need topromote the development of the regional economic integration ofBeijing-Tianjin-Hebei to build the capital economy region. The core of this strategy isto promote the development of Beijing-Tianjin urban integration. In this context,Tianjin and Beijing have signed a cooperation agreement to strengthen the economicand social development. They launch a package plan from ten aspects, such asperfecting the transport infrastructure system, improving the industrial transfer andquickening the joint cooperation and so on. Baodi has superior geographical location,and convenient transportation, abundant resources, good ecological environment aswell as strong economy development.All these advantages make Baodi have theability to absorb the main resources which are transfered from Beijing.Thus, it can actas a “bridgehead” in the development of Beijing-Tianjin urban integration.Based on the growth pole theory, core-periphery theory and gradient-transfertheory, with the methods of literature analysis, case study and statistical analysis, etc.,this paper focuses on analyzing the building of Baodi as a “bridgehead” from threeaspects, namely the basis, effect and planning of Beijing-Tianjin urban integration,the basis of building Baodi as a bridgehead and SWOT analysis. Finally, this paperalso puts forward some corresponding suggestions. Firstly, insisting on the strategy ofusing the planning to lead constructions and working out a scientific industrial layoutas well as establishing a reasonable planning for the urban construction, socialevelopment and talent development. Secondly, integrating actively the resources ofBeijing-Tianjin, including the resources in administration，industry, science andtechnology, tourism, finance, talent education, culture, market, transportation,logistics, medicine and health care and so on. Thirdly, building the strategic supportof the “bridgehead” in Beijing-Tianjin urban integration, including the carrier support,technology and industry support, ecological support, urbanization support, culturalsupport, system and mechanism support, organization and leadership support, etc.The study has great practical significance for regional cooperation in Huan Bohai andacceleration of Beijing-Tianjin integration process.
