With the rapid changes of times, it is increasingly recognized by people thathuman resources is the core competitiveness for enterprises to achievecompetitive advantage and "the first resource" of enterprise. The biggestchallenge each enterprise managers facing is how to identify the ability ofemployees, motivate their potentials and exert their wisdoms, as well as theevaluation and management of work efficiency of every department.In the background of socialist market economy, as a state-owned enterprise,Harbin Turbine Co. Ltd.(referred as HTC, after the same) has not interiorlyestablished a fundamental and thorough market-oriented managemental modemeeting the customer’s needs, lacking effective implementation mechanism ofmodern management concepts,not forming the performance culture of using thecapable employees and eliminating the incapable ones and judgingachievement by performance. The result is that the performance managementsystem of HTC is still at the phase of emphasizing on assessment, despisingmanagement. However, with the development of enterprise, HTC targets tobecome a world-class manufacturing enterprise, so the existing performancemanagement system cannot continue to fully meet the new business developmentneeds.This paper analyzes the status and exiting problems of HTC’s performancemanagement system, and proposes the solutions to improve the performancemanagement system through two major parts. One part is exerting the balancedscore card (BSC) ideology and using fishbone diagram and flow analysis toisolate the performance appraisal goal that influence the enterprise developmentstrategy so as to constitute the performance appraisal goal system coveringsubordinate department,middle-managers and ordinary employees. The other isdesigning the implementation process of five stages of performance management,i.e. planning, implementation, appraisal, feedback, and improvement.In the lastchapter, HTC aims to implement performance management improvement bysetting up safeguard measure such as mechanism guarantee, training guaranteefor improving performance management, building of complaint mechanism as well as creating performance management culture.In this paper, the original improvement mode, overall design and phase-inimplementation of HTC`s performance management and its safeguard measuresunder the conditions of socialist market economy have been discussed andprovides a reference for state-owned manufacturing enterprises to adapt marketeconomy.It also helps to achieve enterprise strategy target, improve theperformance management system and motivate the enthusiasm of everydepartment and their employees.
