Research On Government Policy To Promote The Development Of Shipbuilding Industry In Weihai

The features of Shipbuilding Industry are strong association, intensivetechnology, effect cluster, and the industry has strong radiant and leading action.As combining both military and civilian use, the development of ShipbuildingIndustry is directly related to the building of national defense and economicdevelopment, therefore its strategic sense is very important. Weihai city, animportant part of Shandong Peninsula blue economic zone, locates in the corezone of Shandong Peninsula shipbuilding base, and it has better locationadvantage of shipping industry building. Giving priority to the development ofthe shipbuilding industry is one of important initiatives of the Blue EconomicZone Construction, therefore it is necessary to study the development ofShipbuilding.The mainly research methods of this paper are theoretical research,empirical analysis, SWOT analysis and comparative analysis method. Firstly, itis compared with Japan, South Korea, Zhoushan in China development strategyof shipping industry. Secondly, this article undertakes thorough analysis on theadvantage, inferior position, opportunity and menace of the development ofShipbuilding Industry in Weihai. Thirdly, this paper points out Weihai cityshould be based on the current domestic and international economic situation,and fully exploit its own advantages, and actively respond to the European debtcrisis. According to “into the Blue Economic Zone, scientific planning, technicalinnovation, amlposition competition”, Weihai city should create “Zaobu Bay,Lidao Bay, Shidao Bay " shipbuilding gathering area as the overall layout, andfocus on the development of shipbuilding, supporting industry and marineengineering equipment manufacturing industry in order to build Weihai into aspecial shipbuilding industrial base. Finally, around the Weihai city marineindustry develops strategic goal, from the aspects of structural adjustment,technology innovation, market strategy, personnel training, financial support,industry management, the paper, put forward the policies and measures ofpromoting shipbuilding industry development in Weihai City.
