Urban And Rural Construction Land Economic Benefit Analysis Of Weihai City

In recent years, along with C hina's economic and social development, the improvement of industrialization and is urbanization speeding up. Land is an important material foundation and space carrier in the process of industrialization in urban and rural areas. It is carrying the more and more severe trials and challenges. Land utilization and management should not only provide the necessary land security and service support for both urban and rural areas, but also guide, regulate and promote the healthy development of urban and rural areas, in order to effectively protect the national food security. Due to the massive development of urban construction, urban and rural construction land demand is increasing year by year, but the total supply of land is with constraints. Urban and rural development relying on the expropriation of arable land to meet is not sustainable, the contradiction between supply and demand of land is sharpening. Not only that,extensive mode of construction land use level and low using efficiency also affect economic development constraints. At present, the international economic recovery is weak, the domestic economy faces with structural adjustment, downward pressure is increasing. All above to the economic structure adjustment and the political system reform may be able to digest excess demand and excess capacity and other unfavorable factors as soon as possible, but many factors agglomeration on the development of urban and rural construction land use management put forward higher requirements. Weihai, as the high- opening- up to the outside world city and the pilot city of China and South Korea FTA, thus the urban and rural construction management requirements are more stringent by the impact of the international economic situation and higher urbanization goal. In view of the above problems, for the sake of promoting the sustained and healthy development of the national economy, meeting the demand of social and ecological development needs at the same time, how to better enhance the economic benefits of land use has become the focus of this paper.At present, in order to enhance the economic benefits of land, protection of cultivated land and economical and intensive use is an inevitable choice. This paper, which is at home and abroad on land saving and intensive use of t he advanced theory, based on the practical research and investigation methods, take Weihai Port Economic Development Zone as an example, we have studied about using degree evaluation to establish the evaluation system construction, the corresponding standa rd of intensive use of construction land, carrying out economic benefit analysis of the contents from theory and practice. Firstly, combining the evaluation method and evaluation system at home and abroad with the actual situation of Weihai, we have analyzed the demographic factors, economic factors, market factors, land supply factors, policy factors, natural factors, traffic factors and other factors. From the status of land use, land use efficiency and the level of supervision, we have elaborated the main research contents and technical route of economic benefits on the urban and rural construction land in Weihai C ity, have built a targeted, simple and effective evaluation index system. And we respectively determine the weight value and evaluation formula and the establishment of a complete evaluation model on the 3 level indicators, 6 level two indexes and 13 level three indexes; second, we analyzed the status of the investigation, the land use of Weihai Lingang Economic and Technological Development Zone, established the pre evaluation model analysis of the influence of urban and rural construction land intensive utilization of economic benefits, evaluated the level of economical and intensive use of land in the study area, and summarized some existing problems; finally, combining with the current situation of social and economic development, some corresponding suggestions are put forward according to the actual situation of Weihai.Through the study of development level, structure level and radiation leve l in Weihai City and analysis of status and characteristics of urban and rural construction land saving and intensive use, we proposed the following control recommendations in order to improve the urban and rural construction land use of economic benefits:1.Do a good job of total control about the urban and rural construction land. Make full use of the leverage in the market for the rational allocation of land resources, give full play to the functions of relevant government departments, to prevent the waste of land resources.2.Do a good job of intensity control for the urban and rural construction land. Make good use of the state and all levels of government savings set about land policy, establish and improve the control index, strengthen the economical and intensive land use, improve utilization efficiency.3.Do a good job of development control on the urban and rural construction land. Do well in overall planning adjustment and revision about the land use,reasonably determine the progress of land development, to strengthen supervision and the implementation of the construction of whole course supervision,and development potential flexibly of use land.
