Shipbuilding industry practices at home and abroad have shown that the role of government in enhancing the competitiveness of industrial clusters have a crucial role. Yizheng shipbuilding industry cluster is part of the Yangtze River Delta shipbuilding industry cluster base, after years of development has become a local three leading industries. The severe impact of the economic situation at home and abroad, China's manufacturing industry to upgrade is imminent. Therefore, research and analysis to enhance regional competitiveness in the shipbuilding industry, the role of government, to Yizheng shipbuilding industrial transformation and upgrading is completed, the ship industry to achieve a harmonious balance between economic and social development has important significance.In this study, regional shipbuilding industry as the research object. First, based on the relevant theory and literature, the necessity of government involvement to enhance the competitiveness of the shipbuilding industry. Secondly, classical manufacturing competitiveness assessment model --GEM model as a framework to analyze the various factors influencing the competitiveness of the regional shipbuilding industry and the relationship between local government and the various factors, and proposed local government in enhancing regional industrial competitiveness in shipbuilding four action. Again, relying on 112 valid questionnaires for ships and a large number of interviews with professionals, the use of the assessment system and related theories Yizheng shipbuilding industry competitiveness to make quantitative analysis. On this basis, the study of the role and lack of development in Yizheng Ships local governments.
