Exploration On The Ways And Policy Of Developing Low Carbon Economy In Fujian Province

Nearly half a century, climate warming has been a serious threat to human survival anddevelopment, climate crisis has become challenges of the sustainable development of humansociety. However, In addition to natural climate change factors, climate warming but alsoclosely related to human activities, especially burning of coal, natural gas and other fossil fueland the emissions of large quantities of greenhouse gases. How to change the traditional highenergy consumption, high pollution and high emissions of economic growth, promote energyconservation, achieve economic, social, resources and environmental harmony sustainabledevelopment has became a major problem that the countries in the world are facing. China asthe world’s second-largest energy producer and consumer, and the second largest CO2emitter,attaches great importance to global climate change, and do a lot of work to address climatechange.Low-carbon economy is a win-win economic development patterns which is guided by theconcept of sustainable development, through technical innovation, financial innovation,industrial restructuring, new energy development and other means, as much as possible toimprove energy efficiency, reduce coal, oil and other high-carbon energy consumption andreduce greenhouse gas emissions, to achieve economic and social development and ecologicalenvironment protection. Energy resources are very scarce in Fujian Province, and energyconsumption is mainly of coal and other fossil fuels. Now, Fujian is in the mid-term andaccelerates the industrialization and heavy industry to the transition period, energy demandincreases every year, energy supply and demand have become increasingly prominent,greenhouse gas emissions continue to grow, pressure on the environment is increasing. Thus,the development of low-carbon economy has become the inevitable choice of Fujian to ease theenergy crisis, climate change and achieve sustainable economic and social development.This paper selected Fujian Province as the research object and use of investigation,comparative analysis, case analysis to research a typical low carbon economy way and policy inFujian Province. First, this paper analyzed the low carbon economy interpretation of the theoryand literature, and detailed the domestic and international academic research on the status oflow-carbon economy, and generalized the theoretical groundwork for the development oflow-carbon economy of Fujian Province. Then, select some countries or regions typical of alow carbon economy and combined with the actual Fujian Province summarized the inspiration of the development of low carbon economy in Fujian by these practices. Then, based on theconditions for socio-economic development, resources, energy and greenhouse gas emissions ofFujian Province, through the use of relevant theory, analyzed the necessity of low-carboneconomy, favorable conditions and constraints in-depth of Fujian Province. Finally, on the basisof the above, this paper researched on the goal, ideas, ways of the development of low-carboneconomy in Fujian Province and proposed policy recommendations which included of laws andregulations, management policies, economic policy, public participation etc.
