This study starts with clarifying the definition of the concept of science and technologyleading talent, discusses its connotation and characteristics of the position and role of humanresources management, combining the general principle and method of determining, elementsof science and technology leading talent management mechanism, and carry out preliminaryfactor analysis, put forward the basic principle of the construction of science and technologyleading talent management mechanism and should focus on hand. On this basis, the studydefines the Geological Institute of science and technology victory leading talent scope andlocation characteristics, study of its management present situation, pointed out the existingproblems, and a brief analysis of the cause of system problems, and then puts forward theGeological Institute of science and technology victory leading talent management must breakthe system policy, the existing restrictions, give science and technology leading talent specialopportunities and policy treatment, to establish "the talent zone" as the core concept ofscience and technology leading talent management mechanism. Finally, this study fromoverall supporting science and technology were discussed and the construction ofmanagement mechanism of Geological Institute of science and technology talents victorybrought five army personnel job planning, combination of internal and external science andtechnology leading talent selection, high-end technology leading talent development mode,flexible and diverse talents of compensation system design, innovation the new science andtechnology leading talent performance appraisal system, and puts forward a series of feasiblepolicy measures and exploration.
