The level of HR management decides the enterprise’s development and the importanceof HR management reflects the aggravation of market competition. With the fast developmentof socialist market economy, HR management becomes more and more important in theenterprise management. Generally speaking, the quality of staff and the attention level of HRmanagement have the final say on the healthy development of one enterprise. In all resourceshuman beings owned, the human resources are the most important one, which naturally willbecome the core of modern management. Developing the economy and heightening themarket competitiveness requires continually improving the human resources development andmanagement level, which can also guarantee the long-term, prosperous development of onenationality, one district and one company. And what’s more, continually improving thehuman resources development and management level is the key measure of developing one’sown potential ability and the society.The community system of Shengli Oilfield comes from the Shengli Oilfield’sreformation methods restructuring and reversing the enterprise running social. BinnanCommunity is one of the nine communities in Shengli Oilfield. In recent years, with thegradually improvement of economical system renovation and socialist economy system,Binnan Community has entered into the key time of system transition. The new conditionrequires Binnan community have to take new methods in management system, marketingsystem, labor power employment system, income distribution mechanism and so on.Especially in innovating traditional labor power employment system, the new HRmanagement system which will be on terms with the enterprise’s development strategy mustbe established through a thorough investigation and study.This article firstly illustrated the concepts of human resource management and theinnovation of human resource management, and then briefly explained the present conditionsof Binnan Community and at the same time pointed out the problems existed in BinnanCommunity’s human resource management. Lastly, based on the above analysis, the authorrecommended some relative innovative strategies.
