With the development of social economy and scientific technology,human resource,as the first and special economic resource,has gradually become the booster of pushing combined use of other economic resources and has been more and more important.The core of human resource is human resource allocation,i.e.the development and use of workers' potential.To some extent,human resource allocation can be regarded as the critical factor to measure one enterprise's human resource management level.Scientific and reasonable human resource allocation scheme can not only be beneficial for forming enterprises' good management mechanism,motivating workers' initiative and enthusiasm,but also can improve enterprises' production efficiency and economic benefits.Binnan Community is the subsidiary unit of Shengli Oilfield,and each important measure taken by Shengli Oildfield will have great and far-reaching impact on its development,such as the institutional reform,team structure adjustment,talent growth channel construction,establishment and improvement of the incentive mechanism,and salary distribution system reformation,which have put forward higher requirements and challenges for Binnan Community's human resource allocation work.This article firstly illustrates concepts and characteristics of human resource and human resource allocation,methods of human resource allocation,and then,combining actual situation of Binnan Community's human resource management,it takes use of several study methods such as data analysis,comparative studies and empirical analysis to analyze current situation of Binnan Community's human resource management and allocation.On the basis of analyzing advantages and disadvantages,opportunities and challenges of Binnan Community's human resource management work,the author proposes the suitable allocation scheme in line with Binnan Community's actual,carries on forecast analysis and formulates relevant security measures in the hope of improving Binnan Community's human resource management level and finally promoting its healthy,harmonious and steady development.
