As the main form of clean energy, nuclear power industry belongs toleading industries of Japan economic development, related to the healthy andsustainable development of the Japanese economy society and nationallong-term stability. There are four major problems in the development of nuclearpower: generation cost, safety, nuclear proliferation prevention, and publicacceptability. The cost of power generation is the concentrated expression of theother three aspects of the problem. The reason: although Japan introduced theregional competition under "national policy", but due to high natural monopolyand information asymmetry,it provides the germinal soil for the nuclear powerindustry in the pursuit of interest, so the price regulation is essential to reallyplay and validity. From the perspective of price regulation, the informationasymmetry theory and the government capture theory reveal problems in priceregulation of the nuclear power industry in Japan, such as A-J effect, unclearproperty rights, inadequate supervision, information transparent problem and soon. Select "Tokyo Electric Power Company" as a case study here appears that intoday’s economic deregulation under the pattern of most of the system, priceregulation is the critical junctions of nuclear power industry development andcircumvent the anomie. Finally, the paper offers some points in order to make the price regulation to play better: introducing diversified supervision ofconstraint mechanism; implementing the incentive price regulation to avoid theA-J effect; establishing clear property rights division system about nuclearpower organization; enhancing education and information disclosure;improving the legal system.
