With the sustainable, stable and fast development of our country's economy, the industrial and civilian demand for electricity is dramatically increased. The thermal power is the main means to dissolve the large gap between the demand and supply for electricity. Therefore, the thermal power construction projects are surged all over the country. The thermal power project possesses the characters of long-term construction, large-scale investment and complicated construction process, it is inefficient to manage the modern thermal power project practice using the orthodox project management pattern. At the same time, the domestic electric plants are used to managing the project practice applying the old managerial pattern, which would give rise to drastic waste of money, low-quality of construction and prolonging the construction time. So it is crucial to study the advanced project management thoughts, methods and tools applying to thermal power construction project. The project planning is one of the core contents of project management, the typical project planning rarely or does not consider the impacts of uncertainty, making the plan deviate a lot from the facts of the project and mislead the enforcement of the project plan. To study the thermal power construction project based on uncertainty analysis, which is a significant research item, will contribute into the elevation of the level of the project management of our country's electric construction industry.This article is divided into four chapters. The author, centering on the topic of project planning, analyzes the project planning process combined with the practice of the Yuanbaoshan third engineering fourth machine group construction project. The chapter one introduces the research background, significance, content and methods. The chapter two details the principles and making process of project planning and summarizes the overview of the domestic and foreign literature. The chapter three and four are the main parts of this article. The chapter three firstly analyzes the hierarchical work breakdown structure, the scope of the project and logical relations between the activities, then makes the hierarchical network scheduling plan, project overall PERT scheduling plan and calculates relevant time parameters to deduce the project overall time and its realizing probability.
