Research On Present Problems And Countermeasures Of Village Collective Economy In Leshan

The village collective economy is a kind of public-owned economy within the boundaries of the administrative village.It refers to the economy based on which the assets,resources,funds and other means of production are owned by the all the members of villagers that get together as a collective voluntarily.It takes the ways of capital investment or equity in asset management,and distributes according to work and combined distribution of dividends.It takes the methods of cooperation Management,diversification of business operations and other forms of management and diversified development to enhance the accumulation of collective wealth and peasants wealth.With the acceleration of urbanization,the rural economy,which is based on the household contract responsibility system,has met some problems that are difficult to be solved.Farmland and agriculture are no longer the only way out for the income of farmers,with the young laborers and farmer experts continuing to flow to the city,causing problems like intensified phenomenon of " Rural Hollow",farmers being no longer dependent on agriculture,rural governance and infrastructure construction not being improved,difficulties for agricultural reform and development owning to the shortage of farmers,labors and technology investment,poor supporting facilities and so on.For these problems,developing village collective economy can not only improve the degree of organization of farmers and promote farmers' income,but also find the breakthrough for developing public welfare undertakings and deepening the rural reform.Therefore,it is important to explore the development of village collective economy,which is an effective measure to attract rural talents,a good opportunity to improve the village environment.It's of great importance to achieve the "Two Hundred Years' Goal" and promote the transformation of agricultural development mode and technological innovation.This paper takes the methods of literature analysis,comparative analysis and questionnaire survey to analyze the representative counties(cities and districts)in Leshan.It is divided into seven chapters.The first chapter of this paper discusses the background and significance of my research,reviews the development and methods of village collective economy in domestic and overseas.The second chapter clarifies the related concepts of village collective economy and the theoretical basis of this paper.The third chapter summarizes the overall situation of the development of village collective economy in Leshan.The fourth chapter,taking the specific villages of Leshan as example,analyzes the successful experiences and failures of the village collective economy development in details,and analyzes the problems in the development.The fifth chapter absorbs the effective measures from the similar and associated problems with the development of Leshan by learning the experiences of village collective economy of Chengdu.The sixth chapter points out the problems in development of village collective economy in Leshan,and investigates the public opinions about the problems.The seventh chapter,comprehensively explores the countermeasures to develop and expand the village collective economy of Leshan from three aspects: development procedures,plans and measures.
