The rising disparity between booming cities and rural areas has become the social focus of China.The transformation from migrant workers to citizens which can effectively narrow the gap, is one of the major issues in academic world. Migrant workers,as the industrial workers,has made great contributions to the economical development.But they fail to enjoy the fruits of their labours.Since the resident registration system, migrant workers are separated by granted equal opportunities and facilities, as for jobs,public service,social securit etc, which interferes with the economic development and the equalization of public services.The cost that demands accountability from everybody-from government, from businesses and from individuals, restrains the transformation.Chongqin,as the resident registration system reform area,its gap between and city is wide.With this background,This paper will make research on the cost problems of transformation of Chongqin,and make suggestions.The main contents are as following:firstly,definition the main concept,such as migrant workers, transformation,and migrant workers’ families transformation. Expound the theories,such as Population migration,cost-benefit,urbanisation and home economics.Secondly,based on the investigation data of Chongqin’s resident registration system reform.Analyzing the status quo of the transformation of Chongqin.Thirdly, theoretical analyzing the cost and benefit of transformation of Chongqin, and construct the mode to estimate the cost.At last,to constuct the cost proportion mechanisms.From the analysis above,we arrive at the following review:firstly,the benefits of transformation from migrant workers and their families to citizens is obvious and outstanding no matter short term or long term.Every parts should take the corresponding responsibilities.The cost of transformation from migrant workers and their families to citizen is divided into government, businesses and individuals.Put thoughts in order to the contents of cost which belongs to the government, businesses and individuals. Caculating the cost through the model, and conclude that if one migrant worker and their families transfer into the citizen, fixed costs is about 10 thousand yuan a year, and the time costs is about 60 thousand.Thirdly,constuct the cost proportion mechanisms of the cost of transformation from migrant workers and their families to citizens.At last,combined with the previous analysis and the the facts of the situation of Chongqin, to make suggestions to push ahead with transformation from migrant workers and their families to citizens.
