Study On The Cost Problem Of Migrant Workers' Citizenation In Shandong Province

Migrant workers' citizenation is one of the important contents of urbanization in China.From an economic perspective,cost is the biggest problem,has been difficult to solve all the time.Therefore,the cost estimation,cost seeking,and reasonable cost sharing are the key to promote the migrant workers' citizenation,which can accelerate the transition to cities,promote the sustainable and healthy development.At present,studies on the cost of migrant workers' citizenation in Shandong Province have been calculated by some scholars.However,most of the calculations are based on the overall level and do not take into account the differences in costs between different regions.Nor have they proposed the specific cost of peasant workers in Shandong Province.Therefore,this thesis starts from this aspect,by collecting relevant data from Shandong Province and 17 cities to calculates the cost of migrant workers' citizenation and find the cost problems.In the first place,we based on the transfer of labor force theory,the cost-benefit analysis and urbanization development theory,using the category method,construct the index system include the public cost and the individual cost.The result shows that: the average cost of migrant workers' citizenation in Shandong Province is 199,479 yuan,the public cost is 21,650 yuan,the individual cost is 177,829 yuan.The highest cost of of migrant workers' citizenation is 387,767 yuan in Qingdao,the lowest is 145,127 yuan in Heze,the cost difference between the two cities is 242,640 yuan.Then,using the cluster analysis method,divided the 17 cities in Shandong Province into three cost areas:high-residential cost areas represented by Qingdao City and Jinan City;the cost of medium-sized urbanization represented by Yantai City and Zibo City;and the lower cost regions mainly including Heze City and Liaocheng City.According to the results,there are some cost problems in Shandong Province,such as the disparity between the different regions,the biggest proportion of the consumption expenditure of housing,the problem between the public cost and the financial expenditure.So it is necessary to deepen regional cooperation and enhance the ability to pay and other measures to promote the development of Shandong migrant workers.
