With the development of express delivery in T City, problems in market management emerged gradually. Therefore, it was the duty of civil servants of express delivery management to study these problems and finding solutions, which was also of significant realistic value and meaning for solving similar problems in other domestic cities.Taking T City as an example, I applied methods of literature review, on-the-spot observation and combination of quantitative and qualitative analysis to analyze these problems and propose according countermeasures in the study. It was mainly divided into four parts:The first part: I introduced relevant theories, concepts, laws and regulations of express market management in terms of appliance of literature review, and introduced the developing progress of express market management in our country.The second part: I used the methods of statistics analysis and case analysis to quantitatively analyze current situation of express market management in T City, and sorted out existing problems including market order, supervision ability and supervision measures.The third part: with combination of the author’s working experience in city postal management, I analyzed main reasons of problems in express market management from the following aspects: saturation capacity of market leading to excessive competition, double managing system of urban postal management bureau and comprehensive management of express market.The forth part was the main point of the whole paper: it emphasized how to realize dynamic aggregate control of market capacity; meanwhile, it provided significant measures and suggestions for better management of express market in T City, for better promotion in healthy and orderly development of the industry by studying how to change supervision idea, enhance supervision power, and manage comprehensively.Based on current situation of express market management in T City, I analyzed problems currently existing in the management and drew the conclusion that main problems were disorder of market operation and weakness of management department through deep analysis. Through summarizing literature materials at home and abroad and use of the existing results, I has formed the general management train of thought of capacity and amount control of the express delivery market in T City. Finally, through balancing the function of three factors: the development, revolution and stability in market management of express delivery, the research has formed the control of market capacity, whose main method was standardizing the market order, sorting out dual management system and also strengthening supervision ability and whose subsidiary method was the conclusion of overcoming single administrative punishment means and of multi-dimensional and comprehensive management of market so as to carry out effective management to market.
