Issues On The Food Safety Information Sharing System

With the development of the food industry and increasing complexity of food production chain, the domestic society is now experiencing a dozen of severe food safety incidents. Such events are not only being considered as a serious threat to public health, but also leading to a deep crisis of confidence in food safety, which expose the insufficient supply of food safety information, the inefficiency of public information disclosure and the lack of supervision, etc. In other words, the consumers are transferring their demand of food from pure price needs to comprehensive information needs as the food security crisis intensifies. And thus the demand for the sharing of food safety information is now becoming more and more urgent.However, due to the continuous updating of food production model, the traditional food safety information gathering system runs poorly in the aspects of gathering methods and processing mode; the traditional food safety information disclosure system is confronting the urgent needs of innovating technology and optimizing the routine, owing to the outmoded designation of information disclosure system; and in a similar way, the needs for protecting the consumers’ right of information and participation is calling for the establishment of the information feedback system. Thus, there are still series of defects in the practice run of the traditional food safety information system and the construction of the food safety information sharing system, which builds the starting point of the ideas and arguments of this article.The research on food safety information sharing issues cannot be separated from the mature and logical thinking routine: analysis of the value of the food safety information sharing system�'practical dilemma in the construction of the sharing system�'routine to build the sharing system. Firstly, explicit value and necessity of sharing system and in the context of information economy; secondly, for the ambition of construction is to solve the problem in the practice, the article must be based on a comprehensive analysis of the practical dilemma confronted; thirdly, to improve the sharing system and its intention by way of the gathering, disclosure and feedback on the basis of a deep research of the practical dilemma confronted.There are five parts except that the introduction and conclusion in the thesis.Part I: Analysis on the value of food safety information sharing system. This part mainly introduces the value and necessity of sharing system. By analyzing function of the system on guaranteeing the supply of information, improving the designation of the system and remedying defect of the short of supervision, to explicit the value orientation of the system on order, efficiency and equality and the vital importance of it in this context herebefore.Part II: Practical dilemma of the construction of the food safety information sharing system. The major defects of the current system include the general obsolete of the gathering system, the inefficiency of the disclosure system and the short of the supervision system. Further, the general obsolete of the gathering system is mainly reflected in the unknown collector, the outmoded gathering method and the absence of the information archival system; the inefficiency of the disclosure system owes to the confusion of the disclosure subject and the inefficiency of the two-way disclosure routine; the short of the supervision system is rooted on the lack of personal supervision and absence of community supervision.Part III: Reconstruction of food safety information disclosure system. Food safety information disclosure system is of vital importance for the sharing system. The reconstruction will totally guarantee the supply of the food safety information by unifying the collector; improving the gathering method, information archival system and the assessing system, etc.; and finally following the legal liability.Part IV: Improvement of food safety information disclosure system. Food safety information disclosure system is one of the most crucial components in the sharing system, influencing whether the disclosure procedure runs efficiently or not. And only by explicating general principles, relatively uniform agencies and clear disclosure mechanism can we ultimately achieve an efficient disclosure.Part V: Construction of food safety information feedback system. Absence of supervision system may not only bring about a plight of one-way transmission, but also lead to government failure, affecting the efficiency of sharing system. On basis of the institutional effectiveness of supervision, we build a food safety information feedback system to protect consumers’ right to know and participate, and to ensure the stability and efficiency of the sharing system, learning from the “two-way propagation model” of Professor Schramm.
