Analysis On The Age Of Retirement System From The Perspective Of The Endowment Insurance System

"Security" is an important thought of the traditional culture in China.The Eighteenth National Congress of the Communist Party of China point out:we should continue to do personal accounts of the basic endowment insurance fund based on the deepening of reform and opening-up,and integrate the basic old-age insurance system for the urban and rural residents,and promote the construction of the urban and rural residents covered by the social security system.In the last century,our country enter to the aging society,along with the gradual disappearance of the demographic dividend,the phenomenon of population aging in China is becoming more and more serious,in order to cope with the pressure on the payment of endowment insurance fund.In 2012,the officials of Human resources and social security department made it clear that we will change the statutory retirement policy and introduce the elastic retirement system and delay the payment of basic pension insurance based on the elastic method.With the news generated,public opinion uproared,supporting the delay of age of retirement, experts scholars and ordinary people prove the necessity of the reform from many aspects,however,the objection seems to be with certainty.Today,the debate still persists,the reform of the system of the statutory retirement age delay is represent the general trend, only in the details of the introducing of the time of introduction, the mastering of the rhythm, the choosing of the age,the planning of the supporting measures as well as the programming of the supervising and the administration measures,the relevant government departments is still uncertain.In this research background,this paper begans to study the system of retirement mainly from these following several aspects:(1)The new situation faced by our system of the statutory retirement.After entering into the new era, great changes have taken place in China’s social reality,for example, the increasing of the wave of the aging of the population,the extending of the initial national employment age and the increasing of the old-age insurance fund payment pressure etc,in the reality of this impacts,began in the fifty’s of the last century,the The statutory retirement system in our country has apparently becomed inopportune or inappropriate;(2)The difficulties and resistance faced by our retirement system’s reform.From the point of view of the difficulties,the main problem of the current retirement is the problems brought about by the the low statutory age standards,At the same time,there exists many prombles such as the difference of the ages between men and womenmen;female workers retire earlier;a large number of violations of early retirement behaviors.From the perspective of reform resistance,our imperfect in the endowment insurance system leads to people’s criticism of the reform’s feasibility,in order to promote the reform effectively,it is necessary for us to start to explore the reasons leading to the reform blocking from the existing problems in the current endowment insurance system.(3)The opportunities and challenges to the endowment insurance system brought by the reform of the retirement system.In the face of the opportunities,After the retirement delaying,the endowment insurance fund account can realize balanced by increasing revenue and reducing expenditure,the old-age security system can realize solid by reliefing the implicit pension debt,and the whole social welfare can increase by giving benefits to The government enterprises and people.From the perspective of challenge,the reform puts forward higher requirements to the investment operation and supervision and other aspects of the endowment insurance fund.Seizing the opportunity, meeting the challenge,it is not only in order to promote the development of China’s endowment insurance system to more scientific and complete, but also in order to promote the reform smoothln.(4)the supporting measures of the reform of the retirement system.the reform of the retirement system is the systematic, comprehensive engineering,relating to the multi orientation and multi field of the statutory retirement system,therefore,in addition to delay the statutory retirement standard,the reform also relates to other problems,for example:to improve the age of female’s retiring, to norm the violation of "early retirement" and other issues of early retirement,etc.
