Study On The Tender Evaluation Method Of Construction Project Based On Centralization Statistical Method

The project bidding is widely recognized by the international community a commonly transactions of undertaking engineering tasks. China in the early 1980 s, began to implement bidding system. as the system continues to improve, research on bid evaluation method has gradually become the focus of attention. With the further reform of China’s building market and in order to meet international standard after china entering WTO( World Trade Organization), the execution of engineering project has been increasingly coming to the right path. Fair completion, low-consumption and high-efficiency has become the mainstream,which makes the bid invitation and bidding more and more prevailing. Methods of bid evaluation factors play a decisive role in this part. The bid evaluation method not only affect the selection results of specific projects and investment returns, but also affected the normal order of the construction market. The current law and regulations of engineering bidding,mainly stipulate for the bid evaluation process, compliance surveys, information disclosure and review records. However, as the large number of affected factors, it is difficult to determine its effectiveness. To accurately and objective evaluate the contractor, we must have a practical, feasible, fair and impartial evaluation of tenders.This paper firstly analyzed the basic bidding theory, bidding principles, development process and questions existed in bidding system of construction project. Then it described the process, the content, the basic principles and the theory related to the bidding evaluation.Secondly, this article summed up bidding evaluation methods commonly used in Chinese construction market, and analyzed the problems existed in these methods. Then it put forward some recommendations for improving bidding evaluation methods. Based on this, this paper proposed the bidding evaluation method based on centralization statistical method. This method can reduce the influence of subjective factors to some extent, so it made the evaluation results more objective. After that, by analyzing the factors influenced between the evaluation process, this article established the evaluation index system mainly from quotes, business standard, technical standards and social credibility. Finally, the results of this study were applied to the tender of a provincial secondary road reconstruction project. by using the centralization statistical method, it can calculate the weight of each indicator of the evaluation index system. Then according to the comprehensive sort of bidder scoring value, evaluation experts can determine the winning candidate.The study of this paper constructed a comparative complete evaluation method. It has acertain reference value to improve the construction project bidding and tender evaluation methods of our country.
