In this paper, we analyzed the supported elements of low-carbon construction by production, consumption, energy and other seven aspects. Based on the analysis, we built the system and the way which could evaluate the status of low-carbon city. The purpose of this paper is that we want to accurately grasp the present situation of the low-carbon construction and the main problem during the construction of zones. Then we can find the reason why the low-carbon districts stay in a low level, by which we provides the government with the science reference.To reach the goal, the paper analyzed the supported elements based on the aim and features of the low-carbon construction and built the system that evaluates the level of the low-carbon districts. This index system made of 51 indexes includes ten low-carbon systems such as low-carbon production, low-carbon consumption, low-carbon energy, low-carbon construction, low-carbon transportation, low-carbon technology, low-carbon space layout, low-carbon environment and low-carbon policy. When we selected the index, the paper has broken the limits that the indexes are main of the absolute amount of indicators which cannot respond the difference of the areas. Instead of that the paper selected the relative amounts of indicators to evaluate the level of the low-carbon city. Moreover, the paper combined the component analysis and DEA-VRS model. We extracted the composition from the index by the component analysis, then we put the extracted composition into the DEA-VRS model to evaluate the level of low-carbon construction and make a analysis of redundant input factors and output elements underemployment rate about the low-level area. The paper used the Wind Rose graphic method to show the bottlenecks of low-carbon construction by input and output. Finally, the paper evaluated the level of low-carbon cities by using the data of 30 provinces in 2001,2003,2006,2008,2011,2013 and the DEA-VRS model. The result shows that this way can objectively evaluate the level of low-carbon construction and analyze the difference of areas and find the reason that cause the low level of low-carbon construction accurately.
