A Research On The Assessment Method Of The Construction Project Bidding And Under The Background Of The Government Procurement

Government procurement, as the basic regulation on managing public financial expenditure and protecting interests of domestic taxpayers, is used by government worldwide for its capability in lowering administrative cost and improving the efficiency in public financial fund use. However, due to the deficiencies in traditional evaluation method, such as, unreasonable set of indicator system and subjectivity in establishing indicator weight, there existed many problems in carrying out our government procurement, especially in construction projects requiring a large amount of capital, which resulted in occasional fraud committed by government officials and rent-seeking by bidding enterprises. Consequently, it is of vital importance to improve the bidding evaluation method used in government procurement and create an objective and scientific method to the realization of "fairness, equity, and honesty." On the other hand, selecting bidders requires experts evaluate several sorted plans from different aspects. During the bidding evaluation of the government procurement, due to the consideration of confidentiality and efficiency, the experts are required to make their bidding in a short period of time without any access to files relating to the bidding. And the artificial and computational operation have made it difficult for the use of multiple attribute decision making. As a result, the combination between multiple attribute and experts’ opinion requires improvement.This paper introduced the evaluation method of government procurement on construction project, summarized the commonly-used bidding evaluation method by domestic existing construction project, and analyzed the deficiency of traditional evaluation method. In addition, based on the systematic analysis and in combination with the multiple attribute theory and the group decision theory, this paper innovated the method in making the evaluation index weight coefficient of the present construction project in its application level. With the rapid change of information during the evaluation, and before the expert evaluation, a general weight coefficient was formulated according to the relative importance of the attributes. This process was realized by using AHP, a subjective way to formulate weight coefficient. After the expert evaluation, based on the information entropy theory and the specific distribution of the evaluation value of the attributes, the weight coefficient went through an objective modification using entropy evaluation method. And then the method combined the weight coefficient made subjectively and the weight coefficient made objectively. Meanwhile, some objective modifications were carried out to the expert evaluation. At last, some editing was made to this model with the help of the computer software MATLAB2013a. And then this model was used in a construction project to testify its feasibility and rationality.
