The ability of core military enterprise relying on their own Civil-military technology and technological innovation of Civil-military to take up and maintain their central position in the network, the ability of core military enterprises relying on the strength of civil-military integration to attract and select partners into the network, and the ability to manage relationships at all levels of military and non-military relations are Network Capability Of Core Military Enterprise. Visible, Core Military Enterprise is the driving force of the development of technological innovation network, and It can bring the technological innovation of other member companies, thus promoting civil-military integration technology innovation of the entire network. However, a small number of existing studies are about the network capability of Core Military Enterprise in the technology innovation network, due to the special nature of military industry, therefore, the results of the current study can not be directly used to evaluate the Network Capability Of Core Military Enterprise In The Technology Innovation Network. So, this paper re-build the evaluation index system of the network capability of core military enterprises.Then taking Xi’an National Civil Aerospace Industrial Base and Yanliang Aviation City as an example do case analysis. Propose appropriate policy measures based on the evaluation results to improve the civil-military integration of technological innovation of the whole network. and promote the development of the entire network.The main work and research results of this paper:we confirm the identified factors of core military enterprises, then build the evaluation system of network capability of core military enterprise in the military integration technology innovation network. Firstly,Using Literature search gradually search, then through literature statistics preliminary get the network capability index of the enterprise:Network Vision capabilities、Relationship management, portfolio management, network management and internal capacity; secondly, expert interviews and group discussions. Under the leadership of instructors, we interviewed business experts of aerospace four, we know that the core military enterprises, mainly through the development of cooperation protocols, managing relationships, integration of resources, qualifications and strength to play a role. In the civil-military integration technology Innovation Network, The qualifications and strength of Core military business is mainly refers to the ability of military and civilian technology integration of core military enterprises, and military and civilian technology integration capabilities include the ability to dual-use technology and dual-use human capacity. After discussing of academic experts in our discussion group, the ability of civil-military integration technology will replace the Internal capacity which result from initial literature search,amended the initial network indicator system. Finally, through the issuance of questionnaires determine the network indicator system of core military enterprise. After building the network indicator system of core military enterprises, selecting Xi’an National Civil Aerospace Industrial Base and Yanliang aviation city do case studies. The results show: From the whole, the network capacity scores of National Civil Aerospace Industrial Base is more than that of six homes in aerospace aviation city of Xi’an Yanliang Aircraft city.; National Civil Aerospace The relationship management and network management capabilities of core military enterprise in National Civil Aerospace Industrial Base tied for the lowest score; in the city core The network vision capability and dual human capacity of core military enterprises of Xi’an National Civil Aerospace Industrial Base and Yanliang aviation city are high; The ability of dual-use technology of Xi’an National Civil Aerospace Industrial Base is relatively low.
