Study On Risk Identification And Evaluation Of Hefei Rail Transit Line 5 Project Under PPP Model

Over the years,China's rail transit construction projects are usually funded,operated and managed by the government.With the rapid development of rail transit construction,some problems have become increasingly prominent,such as government funding vacancies and increased government financial pressure and so on.In order to solve these problems,the government vigorously promotes the PPP model,so that it can effectively use part of the idle funds of social investors to achieve the effect of improving project implementation and service efficiency.The traffic congestion in Hefei City has been very serious for a long time and cannot be solved for a long time.In order to alleviate the traffic congestion in the city,Hefei has adopted the PPP mode when starting rail transit construction,and the rail transit Line 5 project also uses the PPP model as the financing scheme for rail transit construction.However,the application of PPP mode is accompanied by various complicated and variable risks.At the same time,the application and practice ability of risk management methods and tools in China is still relatively lacking.The risk research of rail transit is particularly important.In the PPP mode,what are the risks of the Hefei Rail Transit Line 5 project,and what scientific methods should be used to identify and evaluate these risks? How to deal with the risks? These issues have a great impact on the Hefei municipal government and private investors.Firstly,this article read a lot of references at home and abroad,analysis of the actual case of the classic PPP project.Based on research related theories,the characteristics of PPP model,the risk characteristics,risk identification process and method of urban rail transit project are analyzed and studied.Then through the specific situation of the Hefei Rail Transit Line 5 project,the project implementation plan and the project characteristics,introduce the risk identification,assessment and response to the rail transit project No.5 line.Secondly,this paper uses the risk identification method such as expert interview method and actual case analysis method to analyze the risk of rail transit project.Investigate the Hefei Rail Transit Line 5 project by relevant experts in the form of questionnaires,and conduct reliability analysis and factor analysis on the survey data.The 26 major risk factors of Line 5 project are classified into seven categories,and the risk evaluation index system of Hefei Rail Transit Line 5project is established.Finally,the PPP risk of Hefei Rail Transit Line 5 project is evaluated and analyzed by establishing a fuzzy level comprehensive evaluation model.At the end of the paper,according to the analysis results,the risk sharing and countermeasures of the PPP project of Hefei Rail Transit Line 5 are proposed,which provides reference and reference for the risk assessment of otherurban rail transit projects under the PPP model.
