Study On Industry Development Of Fengrun District, Tangshan City

Regional industry development is the core content of regional economic development. Municipal district is the basic unit to study the regional industry development. Under the international and domestic political economic background examin the industry development of Fengrun District, Tangshan City, although some remarkable achievements have been made, but also fall into the predicament of the development. The structural contradiction of industry is prominent; the overall level is low; the independent innovation ability is weak; the resource dependence degree is high; the development of some industries is in extensive mode; the production capacity is serious oversupply. Based on the opportunity that the coordinated development of Beijing-Tianjin-Hebei has become the national strategy, Fengrun District need to make full use of own advantages, speed up the pace of industrial development, and comprehensively improve the quality and efficiency of economic operation, so that to promote the construction of resource saving and environment friendly society, as well as regional social and economic development.Taking Fengrun District as the research object, based on its current situation of industry development, this paper carries on the research by combining quantitative analysis with qualitative analysis. Comprehensive using shift-share method, location quotient method and SWOT method, from three angles of industrial structure, sectors development and internal and external environment, this paper thoroughly analyzes the industry development related issues, then puts forward ideas and suggestions for industry development in the future. It will be helpful to make regional industry development planning and economic development strategy.On quantitative analysis, using shift-share method and location quotient method, setting up Tangshan City, Hebei province and the national as three reference regions, this paper comparatively analyzes the three industries structure and its development tend of Fengrun District from 2006 to 2013, as well as the main sectors of national economy and the advantage sectors of industry sector. According to the comparative research of industry development for a relatively small region, such as municipal district, this paper puts forward a research method by creating multiple reference regions. This method not only considers the industry development characteristics, advantages and disadvantages both in the whole country and the certain area, but also avoids research deviation caused by the convergence of industry development, in order to comprehensively, intuitively and objectively analyze the real situation of regional industry development, and to enhance the scientificity and reliability of the research.On qualitative analysis, using SWOT method, combining with the new political and economic situation at home and abroad, this paper detailed analyzes the internal and external environment for the industry development. It has the strengths on location, transportation, resources and industrial foundation; has the weaknesses on lack of construction land and pressure of resources and environment; has the opportunities on further adjustment of global industrial structure, vigorous promotion of regional economic cooperation and inevitable trend of industrial transfer; has threats on serious situation of economic downturn, huge challenge of industry structure adjustment, urgent demand of economic development mode transformation and arduous task of urban and rural integration.Combined with the quantitative and qualitative analysis, this paper puts forward the general idea of industry development of Fengrun District. Take innovation-driven as the core; improve two leading industries including iron and steel industry and cement industry; enhance three strategic industries including advanced equipment manufacturing, modern logistics and cultural tourism; develop high-technology industry; strengthen characteristic industries of agriculture; construct new industrial system, modern service industry system and modern agriculture system with Fengrun characteristics. Meanwhile, this paper puts forward specific development ideas of agriculture, industry and service industry, and then gives suggestions including expanding opening up, promoting project construction, strengthening industry parks construction, enhancing innovation ability and realizing green development.
